The Local Highway Authority advice is that, in its view the residual cumulative impacts of 
development are not considered severe in accordance with Paragraph 32 of the NPPF, as 
outlined in this report.

ADVICE TO LOCAL PLANNING AUTHORITY 
 
The Local Highway Authority [LHA] has no objections to this proposal as it could not be 
demonstrated it would result in a material increase in traffic visiting the site. 
 
Background 
The LHA understands that this is a Change of Use application, to change the redundant / 
previous Magistrates Courts building into a Building Society office / head office. 
 
No changes are to be made to any accesses with the highway network, and the existing parking 
areas will be retained.  The scheme will benefit over the existing situation as presently the 
Building Society offices do not have designated employee parking. 
 
The LHA has no further comments.
