As you are aware, the World Health Organisation’s International Agency for Research on Cancer (IARC) classified from 2011 onwards all wireless RF/EMF radiation classification includes wireless RF/EMF radiation from any transmitting source in the range of 30 KHz to 300 GHz (this includes 5G frequencies) emitted from any technology / device /equipment.
The World Health Organisation’s IARC full published report (monograph) ‘The evaluation of Carcinogenic Risks to Humans’. Vol 102 outlines that children absorb wireless (RF/EMF) radiation DEEPER into their bodies than adults and also states that the classification includes exposure to all radiofrequency radiation [RF] and not just mobile phones. https://publications.iarc.fr/126
December 2016: ‘Reviews on Environmental Health’ published UK neuroscientist Dr Sarah J. Starkey’s ‘Inaccurate official assessment of radiofrequency safety by the Advisory Group on Non-Ionising Radiation’ Abstract:
“The Advisory Group on Non-ionising Radiation (AGNIR) 2012 report forms the basis of official advice on the safety of radiofrequency (RF) electromagnetic fields in the United Kingdom and has been relied upon by health protection agencies around the world. This review describes incorrect and misleading statements from within the report, omissions and conflict of interest, which make it unsuitable for health risk assessment.
The executive summary and overall conclusions did not accurately reflect the scientific evidence available. Independence is needed from the International Commission on Non-Ionizing Radiation Protection (ICNIRP), the group that set the exposure guidelines being assessed. May 2017: the UK Advisory Group on Non-Ionising Radiation (AGNIR) was disbanded by the UK Government. This disbandment followed the publishing of ‘Inaccurate official assessment of radiofrequency safety by the Advisory Group on Non-Ionising Radiation’ (2016) that AGNIR’s latest assessment of the science on the health impacts of radiofrequency electromagnetic fields (RF-EMFs)—the type emitted by modern wireless technologies including WiFi contained in the AGNIR report 2012—was inaccurate and subject to conflicts of interest. However, PUBLIC HEALTH ENGLAND’S AGNIR 2012 Report is still used and sited by public servants for the basis of advice.
Under the Freedom of Information Act 2000 you are required to provide the following:
1. “Dear Marie [Ward], I am writing to you following my visit to the Full Fibre Northern Ireland (FFNI) Consortium on 16 September 2019. I would like to reassure the Consortium, the Council and residents of Newry, Mourne and Down of the safety of 5G technologies. … Much of the information circulating about health risks from 5G is factually incorrect. I would encourage the Council to ensure that they and their residents are aware of the extensive guidance that Public Health England and its devolved equivalents have made available on this subject.”

The WHO’s IARC classification of wireless RF/EMF radiation as a ‘possible human carcinogen’ was OMITTED from PUBLIC HEALTH ENGLAND’S AGNIR 2012 Report.
PUBLIC HEALTH ENGLAND public servants “have removed” the WHO’s IARC 2B ‘possible human carcinogen’ for “radio waves” also called wireless RF/EMF radiation, from their current website. Therefore, PHE public servants are “withholding appropriate specialist advice (maladministration) and [this] prevents decision makers or [the] public being able to make informed decisions.” https://cdn.website-editor.net/2479f24c5...
Public Servants from Public Health England, the Department of Health, and members of AGNIR and COMARE are also members of ICNIRP. ICNIRP is a private members only group "an industry loyal NGO" based in Germany, whose funding source is undeclared. ICNIRP voluntary guidelines are not law. “Many of ICNIRP members have ties to the industry that is dependent on the ICNIRP guidelines.” “The [ICNIRP] guidelines are of huge economic and strategic importance to the military, telecoms/IT and power industry" ICNIRP guidelines "do not cover CANCER and other long-term or non-thermal health effects.”
“Thus, using the significantly higher [voluntary] guideline by ICNIRP gives a ‘green card’ to roll out the wireless digital technology thereby not considering non-thermal health effects from [wireless] RF radiation. Numerous health hazards are disregarded such as cancer, effects on neurotransmitters and neuroprotection, blood-brain-barrier, cognition, psychological addiction, sleep, behavioural problems and sperm quality.” Professor Lennart Hardell, MD, PhD in the International Journal of Oncology (2017).

Please find attached correspondence received from Matt Warman including
full e-mail to Newry Mourne Down Council as requested with signatures
redacted .
Regulation 5(1) of the EIR states that “a public authority that holds
environmental information shall make it available on request”.
Regulation 12(2) of the EIR states that: “A public authority shall apply a
presumption in favour of Disclosure”.
Regulation 13 of the EIR states: “To the extent that the information
requested includes personal data of which the applicant is not the data
subject… a public authority shall not disclose the personal data”.
I conducted the following public interest test when considering whether to
disclose the signatures and licence fee:
Reasons for disclosure:
o Matters effecting the environment are of public interest
o Demonstrates openness and transparency
Reasons against disclosure under Regulation 13:
o It is not in the public interest to disclose data subject’s
signatures.
o Disclosure of signatures could potentially be adopted by fraudsters.
o There is sufficient information to provide transparency on the
agreement including who signed the documents.
Taking all of the above into account I believe Regulation 13 of the EIR
favours withholding the signatures.

I do not consent to being supplied correspondence with Matt Warman’s signature(s) redacted - as redacting signatures from correspondence is NOT the Council’s custom and practice - except seemingly for my Freedom of Information Requests.
For example, Matt Warman’s signature is not redacted on his 21st August 2019 correspondence to Liam Hannaway acting as the CEO of Newry, Mourne and Down District Council and this correspondence along with Matt Warman’s signature is publicly available on the Council’s website as are un-redacted signatures of various other Ministers, Permanent Secretaries, CEO’s, civil servants, etc.
I consider the redaction of signatures as obstruction.
Marie Ward, you have the opportunity to cure by suppling ALL correspondence -complete with signatures - from Matt Warman, MP acting as Minister for Digital and Broadband as requested within the my Freedom of Information request 6 March 2020 and in accordion with the Freedom of Information Act 2000 and Environmental Information Regulations 2004:
