1.2 If yes, has the public had the opportunity to read and understand Leeds City Council’s 5G strategy? Where was this information published?

1.3 I also request a supplementary document that includes the highest level of detail on all 5G technology that’s planned to be used and current in use in public spaces within Leeds City Council:

(a) Companies and entities involved and the names of the company/entity officers.

(b) Specification sheets of all 5G technology.

(c) What technology e.g. units and arrays are not currently 5G, but can be 5G enabled e.g. with current software, future software, hardware upgrades or retrofitting?

(d) What UK, EU and International safety standards is Leeds City Council complying with for the 5G strategy and existing 5G technology.

The development and implementation of 5G is at a very early stage and the deployment of these technologies will be driven by the commercial operators for the foreseeable future. Whilst Staffordshire County Council is aware of these developments, there is no strategy for the authority to get involved with the roll out of 5G networks in the immediate future.

Autonomous Vehicles

Our stance on this along with EV is that we are currently “In Development” and considering what the whole “E Mobility” agenda looks like for Staffordshire.

LED street lighting

FOI/EIR requests are limited in scope to 'recorded information' held by us or by others e.g. contractor/provider on our behalf. Opinion, advice and explanations are out of scope of the requirements.

That said, I will of course, forward your email to the relevant service to establish whether or not any of the information you have asked for below where we have advised 'information not held' is in fact held by our street lighting contractor on our behalf.

However, if the council or the contractor (on our behalf) do not hold the information requested we are not obliged to obtain information from the manufacturer. Please also note that the contractor may hold information in their own right rather than on our behalf in which case as a private company they are not subject to FOI/EIR.

In response to your follow up questions the relevant service team have provided the following -

We have checked the details with our contractor and the only information they hold is the actual LED lantern specification for the units we are looking to procure. Such information is freely available on the suppliers web site (Holophane). We do not hold information which relates to how the manufacturer builds and operate their products and is not something we are involved with. As long as any procured lantern for use on the highway complies with BS EN 60598 and the associated CE requirements then we consider that we have met our obligations.

If the you have particular concerns we recommended that you direct your enquiries to the lantern manufacturers as the would be better placed to provide technical information requested.
