1. Do you have a 5G strategy?

1.1 If yes, I request to see the complete strategy, its ambitions and its objectives in PPTX, Word, PDF or picture format.

1.2 If yes, has the public had the opportunity to read and understand Flintshire council’s 5G strategy? Where was this information published?

1.3 I also request a supplementary document that includes the highest level of detail on all 5G technology that’s planned to be used and current in use in public spaces within Flintshire:

(a) Companies and entities involved and the names of the company/entity officers.

(b) Specification sheets of all 5G technology.

(c) What technology e.g. units and arrays are not currently 5G, but can be 5G enabled e.g. with current software, future software, hardware upgrades or retrofitting?

(d) What UK, EU and International safety standards is Flintshire council complying with for the 5G strategy and existing 5G technology.

(e) I request proof e.g. a certificate from Flintshire council that confirms that UK, EU and International safety standards for workers and the public have been meet.

3. Are you in talks with any experts, companies or entities about autonomous vehicles (AV) for public transport and/or private use on Public Highways?

3.1 If yes, I request to see the complete strategy, its ambitions and its objectives in PPTX, Word, PDF or picture format.

Yes we have undertaken a program of lantern replacements based upon LED
technologies.

 

5.1 If yes, please answer these questions:

 

(a) What is the CMS and specification of the software and hardware of the
LED street light system?

We have not gone directly with a CMS options currently but have future
proofed the units by allowing for the use of CMS technologies within the
lanterns drivers via what would be a 5 and 7 pin optional Nema photocell
node. These nodes, if required or chosen will be installed at a later date
to enable the lanterns driver to handshake between the CMS and
controller. 

 

(b) What type of waveform is the LED? e.g. Square wave?

The lantern is digital and is controlled via a driver within the lantern,
please see wavelength of the LED’s below dependent upon colour
temperature.

 

(c) Can you control the Pulse Width Modulation (PWM) of the streetlight
system using the CMS?

We have the ability if required to modulate, amend and change the output
of the frequency within the units drivers but as we haven’t a CMS
solutions installed at present this is currently un used.

 

(d) Can you control the PWM of each streetlight that’s connected to the
system?

Each unit is individual and can be changed individually if required.

 

(e) What restrictions do you have in place for the control of the PWM?

Currently none as we are not up taking this option but if the units were
to be connect to a CMS unit which would allow for the amendment of the
output of illumination and drive current then this would need to be
discussed and evaluated upon its own merits.

 

(f) What is the UK, EU and International safety limit (low and high) for
the amount of ‘flicker’ (Hz) the Human Body and eyes can be exposed to and
for how long?

Not for Flintshire County Council to determine nor quote only follow
guidance and regulations in relation to the usage, installation and
maintenance of LED units.

the CMS and the LED streetlight system.

Not needed as we currently do not operator a CMS system.

N/A on the CMS unit. The lanterns (LEDs) have been installed by various
street lighting companies and our in house teams.

N/A on the CMS unit. Flintshire County Council in house street lighting
team.

the CMS and LED streetlight system?

Operational North & Street Lighting Manager, Mr Darell Jones MSc MCGI Eng
Cmgr FCMI (Fully responsibly)

What form of certification are you after ? All aspects of the installation
have been carried out in accordance with ILP guidance for electrical
installations and the lanterns have been fully approved under the various
safety standards placed upon the lantern manufacturer for build, quality
and performance.

 

(l) What is the amount of Blue Light leakage that’s safe for the public
and workers during the LED streetlights operation?

Not for Flintshire County Council to determine nor quote only follow
guidance and regulations in relation to the usage, installation and
maintenance of LED units.

All of the relevant legal requirements, “blue light leakage” and stress
limits can be found on line via the relevant searches and regulatory
bodies. However, I can confirm that various papers in relation to the
effects and cause of artificial and radiological light have been noted and
understood by Darell including the fact that he has not only the relevant
training, experience , qualifications and knowledge he is also holds a
Radiation Protection Officer certification.

 

The following have already been answered above.
