This is a Freedom of Information Request.
1. Do you have a 5G strategy?
1.1 If yes, I request to see the complete strategy, its ambitions and its objectives in PPTX, Word, PDF or picture format.
1.2 If yes, has the public had the opportunity to read and understand North Lanarkshire Council’s 5G strategy? Where was this information published?
1.3 I also request a supplementary document that includes the highest level of detail on all 5G technology that’s planned to be used and current in use in public spaces within North Lanarkshire Council:
(a) What UK, EU and International safety standards is North Lanarkshire Council complying with for the 5G strategy and existing 5G technology.
2. Are you planning to rollout or have rolled out LED street lighting?

Dear Ms Brazemall,
I refer again to your e mail dated 2 March 2019 seeking information in relation to 5G rollout and LED street lamp rollout.
Having investigated, my response to questions 1 2 is as follows:-
1. The Council has installed LED street lighting and is engaged in an ongoing programme.
North Lanarkshire Council does not have an independent 5G strategy. Accordingly, the information requested is currently not held and in terms of Section 17 of the Freedom of Information (Scotland) Act 2002, I must advise you of this.
By way of explanation and to be of assistance I can advise that North Lanarkshire Council is committed to delivering a world class digital infrastructure and, as part of its Digital North Lanarkshire programme, the Council is at the early stages of discussing how this can be best achieved. On 21 March 2019 the Council’s Policy and Strategy Committee approved, amongst other things, the mobilisation of a specialist team to implement North Lanarkshire’s digital transformation, as well as the indicative five-year investment associated with the transformation. (a) Public Health England’s (PHE’s) Centre for Radiation, Chemical and Environmental Hazards (CRCE) takes the lead on public health matters associated with radio-frequency electro-magnetic fields, or radio waves, used in telecommunications. North Lanarkshire Council would seek alignment with their standards.
2. The Council has installed LED street lighting and is engaged in an ongoing programme regarding LED street lighting, both in terms of conversions and new installations.

I can advise that North Lanarkshire Council, having regard to the provisions of Section 21 of the Freedom of Information (Scotland) Act 2002, has established a procedure whereby any person who has requested information and is in any way dissatisfied with the decision on that request, can within forty working days require a review of that decision by writing to the Head of Legal and Democratic Solutions, Civic Centre, Windmillhill Street, Motherwell ML1 1AB. Accordingly, if you are dissatisfied with this decision and seek such review please write to the Head of Legal and Democratic Solutions.
I would advise, also, that in terms of Section 47 of the Act a person who is dissatisfied with a notice given by the local authority under Section 21 of the Act - ie. a notice following a review of a decision by a local authority, or by the failure of a local authority to give such a notice - may make application to the Scottish Information Commissioner for a decision as to whether, in any respect specified in that application, the request for information to which the requirement relates has been dealt with in accordance with the Act. Such an application must be made within six months of the review decision and be in writing or in another form which, by reason of it having some permanency is capable of being used for subsequent reference. The application must state the name of the applicant, and provide an address for correspondence. The application must also specify the request for information to which the requirement for review relates, the matter which gave rise to the applicant’s dissatisfaction with the original decision of the local authority and the matter which gives rise to the applicant’s dissatisfaction with the decision on review by the local authority or the failure of the local authority to issue such a decision.
