Please be aware in light of the above there no reasons why the council can not provide the information within the timescale and unprecedented lockdown.

You also state that council is attending to the vurnable but news report have shown that councils are neglecting the vulnerable.
https://www.disabilitynewsservice.com/co...

And finally despite the vulnerable, disabled are struggling and the self employed finically along with private small business, The council is still continuing to collect council tax and parking tickets.

I look foward to the information set out in my request.

ECSFeedback, South Gloucestershire Council

Dear Jane Bishop

Thank you for your request for information which was acknowledged on the 21st April and considered under the Environmental Information Regulations.

Covid-19 was made a notifiable disease under the Public Health (Control of Disease) Act 1984 on 5 March 2020, in that respect it can be regarded as having been up-graded in status. During the present Covid-19 emergency the focus of the Council's workforce is on keeping local communities safe, and delivering essential services whilst the majority of its staff are at home. This is an extremely extensive request and the Council considers that it is 'manifestly unreasonable' at this time within the terms of the exception from disclosure under Reg 12 (4)(b). This is because responding to it will place a substantial and unreasonable burden on the resources of the Council at a time when these would be better deployed on supplying essential services. The public interest in maintaining the exception outweighs the public interest in disclosure for these reasons.

You request has, therefore, been refused at this time. You may contact the Information Commissioner's Office (ICO) if you are not satisfied with this reply. The ICO contact details are available via their website at www.ico.org.uk

Dear Ms Paula Gillette

You have obligations in office to provide the information and not to mislead me pertaining to CO-VID 19 and the council reasons. My request for information is not criticising your policy, however the legal questions for information for 5G is stripping Human Rights pertaining to Coronavirus 2020 policy Bill.

You are subject to in office to European Convention Human Rights. International Criminal Justice Court, United Nations, Supreme Court of England.

Please take note i will be treating this matter under section 173 DPA for data blocking and will be holding you accountable in a private capacity under full commercial liability of withholding information pertaining to 5G which should of already been provided by the council prior to the unprecedented lockdown on 23 March 2020.

The Freedom of Information Act 2000 and the Environmental Information Regulations 2004 allow the public to see information held by public bodies. This includes information which has not been published. It’s purpose is not be used for council to Data block withhold data from the public under section 40 of the FOI.

I am aware co-vid19 publication on March 21 2020. However the language within the statement conflicts with information already provided in 2015 ( which has been updated) and the Coronavirus 2020 regulations.

https://assets.publishing.service.gov.uk...

And 19 March 2020
https://www.gov.uk/guidance/high-consequ...

Your misleading statement that Council's workforce is keeping local communities safe, and delivering essential services whilst the majority of its staff are at home. This conflicts with Coronavirus 2000 policy as since the bill
came into effect local authorities are now exempted from compliance with there duties under the Care Act 2014, Schedule 11 which is breach of Human Rights.

As previously stated in my correspondence, we have a bankrupt government and local authority collecting revenue of council tax and parking tickets whilst the self employed and small Businesses are losing there homes and the disabled and vulnerable are being neglected by councils all over England which conflicts with your misleading statement of not providing the information under Reg 12 (4)(b). This is because responding to it will place a substantial and unreasonable burden on the resources of the Council at a time when these would be better deployed on supplying essential services. I direct you https://www.legislation.gov.uk/uksi/2004... and look forward to my information I requested as set out within 20 working days.

Your sincerely

Jane Bishop
