As the Council has concerns over the receipt of anonymous and, possibly,
pseudonymous requests, it has decided to tighten procedures and reserves
the right to ask for proof of identity. Therefore I would appreciate it if
you could provide, electronically or otherwise, some proof of your
identity.
The usual forms of proof such as passport, drivers licence or a utility
bill are acceptable but other formats will be considered as long as they
demonstrate the genuine identity of the requestor.

Can you please tell me what the telecommunications towers that have been erected on Asda roundabout at the bottom of Princes Rd, The road heading towards Pevensey Bay, By the Langney Shopping Centre are actually for, what frequencies these will be broadcasting on and what company is responsible for the installation and maintenance of them?
Can you please also tell me what your intentions are for the now unused 700Mhz frequency band if not for 5G transmissions?
I also request that you kindly provide me the details of tree surgery companies that have been used to cut down urban trees in Eastbourne, most notably Seaside and St Anthonys Avenue.

I am writing to request an internal review of Eastbourne Borough Council's handling of my FOI request '5G Information'.
I am not satisfied with the response I received. I have been told that the telecommunications equipment I requested information on is the responsibility of East Sussex County Council but I have already contacted East Sussex County Council and they also say that they have no 5G strategy, so 5G is definitely being installed in Eastbourne by Arqiva and neither Eastbourne Council, nor East Sussex County Council know anything about it. I can't believe that Eastbourne Borough Council have no knowledge of 5G so I request any information that they have on it.

I refer to your request for an internal appeal dated 23 January 2019 as
detailed below:
I am not satisfied with the response I received. I have been told that the

about it. I can't believe that Eastbourne Borough Council have no
knowledge of 5G so I request any information that they have on it.
I have reviewed your request and investigated whether there is any further
information disclosable to you.
I have been advised that Eastbourne Borough Council does not have a 5G
Strategy and we do not have any knowledge of 5G being installed in
Eastbourne by Arqiva. The council did have a contract with Arqiva
relating to a licence for a public wireless network in Eastbourne
(definition of the network provided below, together with the health and
safety paragraph); however, this contract ended on 14 December 2018.
Network – shall mean WiFi and Small Cell wireless broadband networks
operating in the 2.4GHz or 5.xGHz frequency bands and standardised 3G and
4G frequency bands available to members of the public within the
administrative area of the Council.
Health and Safety - Arquiva shall ensure that the level of radio frequency
emissions emitted from the Equipment is within the International Committee
on Non Ionising Radiation Protection (ICNIRP) guidelines and is compliant
with Health and Safety legislation and regulations and undertakes to
maintain the same throughout the Licence Period.
I have also been advised that mobile phone companies usually inform the
council’s planning officers of any updates they are planning to masts in
the borough; however, we have not been advised about an update to the
masts you refer to. The most recent roll out information received is
attached.
In respect of the masts you referred to in your email to Councillor Dow,
the planning history is provided below.
Langney Roundabout: (161002) Notification under the Electronic
Communications Code Regulations 2003 to install a base station.
Pevensey Bay Road: (161301) - Prior Notification: Proposed replacement and
upgrade of an 11.5m pole with a new 12.5m phase 5 tower. Two additional
equipment cabinets and associated telecommunications development will also
be installed.
Willingdon Drove: (130213) Installation of a replacement 15m high
telecommunications mast, together with three additional equipment
cabinets.
The government, in an attempt to support the telecoms industry (both phone
and internet), have developed a prior approval regime. This means that if
a mast is proposed by a licensed operator (one of the big phone companies)
and it complies to prescribed parameters then there is no need for a
formal planning application to be made, only a notification process,
whereby the council are informed of their intention to implement the
construction.
The above approach would also apply if an operator wanted to upgrade their
infrastructure due to technological enhancements.
Any concerns about the health impacts of an installation should be taken
up with the relevant regulator as the council do not have any powers in
this regard. Details of how to contact Ofcom are provided below.

We are unable to offer an explanation as to why the site above mentions
installing 5G in Eastbourne as the council is not responsible for
lampposts in the borough. The responsible authority for lampposts is East
Sussex County Council, apart from the decorative light posts along the
seafront.
I also request that you kindly provide me the details of tree surgery
companies that have been used to cut down urban trees in Eastbourne, most

Please see below the definition of small cells as given in the licence; however, as I mentioned in my response the licence terminated on 14 December 2018 and it was a requirement that upon termination of the licence Arqiva remove all its equipment and service media.
"Small cells - means a low-power access point that operates in licensed spectrum."

The 5G small cells are small antennas that are fed from 5G masts which have been installed all over Eastbourne. These small cells will overwhelmingly be installed on top of the LED street-lighting and usually look like a light sensor.
Yes please. I request information on what small cells were installed as it clearly says that they were.
The 5G MIMO masts, often referred to as Macro-cells have not been removed. They remain in place to this day.

I think we are talking at cross purposes and it might be easier if I spoke to you on the telephone. I am happy to ring you if you would like to email me your number, but not from the 'what do they know' website as this is a public website, or you can ring me at the number below.
Eastbourne Borough Council does not hold any information about the installation of 5G on LED street lighting in the borough as we are not the responsible authority for this, East Sussex County Council is.
As mentioned before we did have a licence with Aquiva for the provision of public WiFi in the borough, but this was terminated on 14 December 2018 and did not include 5G. See definition again of what was included below.
"Network – shall mean WiFi and Small Cell wireless broadband networks operating in the 2.4GHz or 5.xGHz frequency bands and standardised 3G and 4G frequency bands available to members of the public within the administrative area of the Council."
I am trying to obtain a copy of what equipment Arquiva installed and the locations and will contact you again regarding this.
Eastbourne Borough Council does not hold any further information regarding the installation of 5G technology in the borough. If you have any concerns about the installation of 5G technology you should contact the regulator for this which I understand is Ofcom.
