This is a Freedom of Information Request.
1. Do you have a 5G strategy?
1.1 If yes, I request to see the complete strategy, its ambitions and its objectives in PPTX, Word, PDF or picture format.
1.2 If yes, has the public had the opportunity to read and understand north lanarkshire councils 5G strategy? Where was this information published?
1.3 I also request a supplementary document that includes the highest level of detail on all 5G technology that’s planned to be used and current in use in public spaces within north lanarkshire council.
(a) Companies and entities involved and the names of the company/entity officers.
(b) Specification sheets of 5G technology.
(c) What technology e.g. units and arrays are not currently 5G, but can be 5G enabled e.g. with current software, future software, hardware upgrades or retrofitting?
(d) What UK, EU and International safety standards is north lanarkshire council complying with for the 5G strategy and existing 5G technology.
(e) I request proof e.g. a certificate from north lanarkshire council that confirms that UK, EU and International safety standards for workers and the public have been meet.
1.4 If no, I request to know when you will be chairing a 5G strategy?
2. I request the name/s of the Officer/s in charge of the 5G strategy and roll out for 5G and Smart Cities; and who their subject area expert or consultancy is, their CV and qualifications on 5G and Smart Cities.
3. Are you in talks with any experts, companies or entities about autonomous vehicles (AV) for public transport and/or private use on Public Highways?
3.1 If yes, I request to see the complete strategy, its ambitions and its objectives in PPTX, Word, PDF or picture format.
3.2 I also request a supplementary document that includes all levels of detail on:
(a) Companies and entities involved and the names of the company/entity officers?
(b) Specification sheets of all technology.
(c) What type of communication system will north lanarkshire council be utilising to control the vehicles?
(d) What UK, EU and International safety standards does your AV strategy and rollout comply with?
(e) I request proof e.g. a certificate from north lanarkshire council that confirms that UK, EU and International safety standards for workers and the public have been meet.
4. Do you have a strategy for smart roads and smart signage on Public Highways and Public spaces?
4.1 If yes, I request to see the complete strategy, its ambitions and its objectives in PPTX, Word, PDF or picture format.
4.2 I also request a supplementary document that includes all levels of detail on:
(a) Companies and entities involved and the names of the company/entity officers?
(b) Specification sheets of all technology.
(c) What technology e.g. units and arrays will not be 5G, but can be 5G enabled e.g. with current software, future software, hardware upgrades or retrofitting etc (you must be specific on anything here)?

Request for Information
I refer again to your email of 24 April 2020 seeking information in relation to 5G, AVs, Smart Roads and Signs.
Having investigated, my response to you 4 enquiries is as follows:
1)
North Lanarkshire Council does not have an independent 5G strategy.
1.1), 1.2) & 1.3)
Not applicable.
1.4)
North Lanarkshire Council is committed to delivering a world class digital infrastructure and as part of its Digital North Lanarkshire programme is at the early stages of discussing how this can be best achieved. At present the Council is gathering information and has been working with its digital partner, Price Waterhouse Coopers (PwC), to consider how the Council can deliver a world class digital infrastructure. There is no specific 5G rollout plan or strategy available at the current time. However, subject to Committee approval, the Council anticipates it will be seeking to procure a digital solution in Quarter 3 of 2020.

I regret to advise you that the further information sought constitutes personal data in respect of which disclosure would contravene the data protection principles and that this constitutes a ground of absolute exemption in terms of Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002.

I regret to advise you that no records are held relative to these parts of your enquiry and in terms of Section 17 of the Freedom of Information (Scotland) Act 2002 I must advise you of this.
I can advise that North Lanarkshire Council, having regard to the provisions of Section 21 of the Freedom of Information (Scotland) Act 2002, has established a procedure whereby any person who has requested information and is in any way dissatisfied with the decision on that request, can within forty working days require a review of that decision by writing to the Head of Legal and Democratic Solutions, Civic Centre, Windmillhill Street, Motherwell ML1 1AB. Accordingly, if you are dissatisfied with this decision and seek such review please write to the Head of Legal and Democratic Solutions.
I would advise, also, that in terms of Section 47 of the Act a person who is dissatisfied with a notice given by the local authority under Section 21 of the Act - ie. a notice following a review of a decision by a local authority, or by the failure of a local authority to give such a notice - may make application to the Scottish Information Commissioner for a decision as to whether, in any respect specified in that application, the request for information to which the requirement relates has been dealt with in accordance with the Act. Such an application must be made within six months of the review decision and be in writing or in another form which, by reason of it having some permanency is capable of being used for subsequent reference. The application must state the name of the applicant, and provide an address for correspondence. The application must also specify the request for information to which the requirement for review relates, the matter which gave rise to the applicant’s dissatisfaction with the original decision of the local authority and the matter which gives rise to the applicant’s dissatisfaction with the decision on review by the local authority or the failure of the local authority to issue such a decision.
