5G Enabled Telephone Masts
Dear Doncaster Borough Council,
As of the 31.05.2024 how many 5G enabled telephone masts are located within the DMBC area.
In respect of the above masts:-
1. How many Environmental Impact Assessments were provided before planning permission was granted.
2. How many detailed exclusion zones maps for non-compliant areas were produced by the mast operators prior to planning permission.
3. How many planning applications included an impact assessment on local residents who rely on electronic health equipment such as heart pacemakers and hearing aids.
4. How many planning applications included an impact assessment on the health of local residents who have metal dental implants or other metal implants such as knee or hip replacements.
5. How many planning applications included a certificate of compliance signed by an officer of the operator rather than a third party.
6. Since installation, how many masts have had the radiation levels monitored by a third party to ensure that the radiation levels are within the safety limits.

My apologies for the delay in responding, the service area have been gathering further information to direct you to the information you require and provide some examples to assist you further.
We have used your original request to assist with this response. For questions 1 to 5 Regulation 6(1)(b) still applies, however further information to assist you has been provided:
1. How many Environmental Impact Assessments were provided before planning permission was granted.
Response: Applications are available to view on Public Access and if an Environmental Impact Assessment was provided it would be in the Associated Documents section to view, if an Environmental Impact Assessment was not provided, it would not be in the list of documents on Public Access. Examples of applications for a 5G mast are 21/00937/TEL and 21/01924/TEL which are typical of the types of documents that are provided when submitting a Telecommunications planning application. Therefore, you can look at the documentation of applications on public access to get the information you require.
2. How many detailed exclusion zones maps for non-compliant areas were produced by the mast operators prior to planning permission.
Response: As above, applications are available to view on Public Access and if a detailed exclusion zone map for non-compliant areas was provided, it would be in the Associated Documents section to view. If this was not submitted, it would not be in the list of documents on Public Access, again, examples of this are applications 21/00937/TEL and 21/01924/TEL and again are typical of the types of documents that are provided when submitting a Telecommunications planning application.

You have still not provided the information so I will be writing to the Information Commissioner’s Office (ICO) for a decision about your non compliance with the Freedom of Information legislation.
Just for the record, for the applications I have checked; DMBC have relied on a certificate of compliance issued by a non existent company Three UK Limited, as this company was dissolved in 2015.
Also, for the applications I have checked. No Environmental Impact Assessments have been done, no detailed exclusions zone maps for non compliant areas have been done, no impact assessment on local residents who rely on electronic health equipment such as heart pacemakers and hearing aids have been done, and no monitoring of the actual radiation levels is taking place.
