Your request for information has been considered by Warwickshire County Council 
under the Freedom of Information Act 2000.  
 
I can confirm that the information you have requested is held by Warwickshire County 
Council.  Please see below for further details. 
 
You asked us: 
 
Warwickshire Fire and Rescue Service.  
1. Can you advise how many drivers you have that are permitted to use 'Blue 
Light' warning devices fitted to a vehicle while the vehicle is in motion? 
 
Warwickshire has in the region 220 trained emergency response drivers.
2. Can you advise at what level these drivers are trained to? (Eg is it an internal 
award or recognized by an external awarding body), and what is the total contact 
time duration of this course? 
 
It is and Internal course utilising our own in-house instructors:
 
•  Our Emergency Response Driver Training Course (ERDT Appliances) consists of 5 
days with an instructor / candidate ratio of one to one (instructor & candidate only). 
•  Our Responding Officer Course (ROC) consists of 3 days, and again, an instructor / 
candidate ratio of one to one.
  

 
All courses receive a 3 yearly refresher, consisting of 1 day per candidate. 
 
3. Are these courses compliant with Section 19 of the Road Safety Act 2006? 
 
Not currently.  
4. Has there been an impact assessment on the introduction of Section 19 
conducted in the last 3 years? if yes please provide the report. 
 
No. 
5. If section 19 of the Road Safety Act 2006 was to be enacted what, if any, impact 
would it have on the service? 
 
It is anticipated this would have a limited impact, if any, on the service.
