request under the Freedom of Information Act 2000 (FOIA) and this letter sets out our 
interim response. 
 
You requested information regarding a referral made by HMRC. 
 
The IOPC holds information relevant to your request; however, we need further time in 
which to consider the public interest and provide a full response.  
 
We believe that this information engages the exemption from the right to know 
contained in sections 31(1)(g)  and 31(2)(b) of the FOIA. This exemption applies to 
information held by any public authority for the purposes of establishing whether any 
person is responsible for improper conduct. 
 
Information can be refused under section 31 only when the public interest in maintaining 
the exemption outweighs the public interest in disclosure. We now need further time in 
which to determine where the balance of the public interest lies and expect to reach our 
decision within 20 working days of the initial due date for compliance, meaning that you 
can expect a final decision by the 4 September 2019.
