Freedom of Information Request 718665 Thank you for your recent request received 5 July 2019. Your request was actioned under
the Freedom of Information Act 2000 in which you requested the following information –
1. A donation was made to the Garston and Halewood Labour Party by a company
that is implicated in Liverpool Chinatown PHD1. April 2015
This £1,800 donation was made at the same time as decisions were being made
about the development of Chinatown to be given to PHD1.
Ann O'Byrne was involved in the whole process and there are questions regarding
the nature of her involvement.
In April 2015 Ann O'Byrne's daughter was a councillor in that constituency at the
time.
The current party representatives in Halewood say they don't have the records so talk
to central Labour party in London.
Maria Eagle MP for Garston and Halewood has passed this over to CLP London and
cannot recall who took the £1,800 in cash from PHD1?
2. Was Cllr Gary Millar at the St James hotel in 2015 and on the same table as Cllr
Ann O'Byrne and these persons from PHD1?
Anthony Quigley, Samuel Beilin, Peter McInnes, Lee James Spencer, Kevin Corish?
3. Was Cllr Gary Millar a part of the same group on this table and did he know that
the £1,800 was to sponsor the guests at this table?
4. Was Cllr Gary Millar a guest of PHD1 ?

Freedom of Information legislation. We would further advise that the City Council does
not hold information with regard to political parties as these are third party
organisations. We would advise you contact such organisations directly.
