Internal Review reference 002798/19
I write in connection with your request for an internal review of our response to FOI 001767/19:-
I am writing to request an internal review of Norfolk Constabulary's handling of my FOI
request 'Stop and account statistics (if collected)'.
Your response states that "The only way to retrieve any relevant information would be via a
manual trawl of officer pocket note books to see if stop account details have been
recorded".
However the guidance notes you provide state that the following details must be provided
via airwave, not in notebooks: "The minimum information for a stop and account that must
be recorded is as follows: Date, time, location, ethnicity and officer".
Please could you check whether the data can be retrieved within the cost limit from the
airwave system?
The Review
In conducting this Internal Review I have read through all of the information including the initial FOI
request, responses and the argument for the Internal Review. I have also reviewed the information
held in relation to the same request to Suffolk Constabulary and discussed the FOI Request with
the Airwave contact in the ICT Department. I spoke to the Norfolk Airwave contact and conveyed
the conversation I had with his Suffolk colleague for consistency purposes. As a result of this
conversation the Norfolk Airwave contact has written a query to identify Stop and Account
information held on Airwave. The query does not return with any information which leads myself
and the Airwave contact that no information is held.
Conclusion
After conducting the Internal Review and considering the information available to me and the
response from the Airwave contact, my decision is to uphold the original position. The only way to
identify the information required would be for each officer to manually review their Pocket Note
Books which would exceed the costs limit.
