56 West Hill - Planning Permission: 20/04307/FUL
Dear Croydon Borough Council,
The council granted the above planning permission on the 27th May 2022. I would like the following information relating to the matter:
1) On the 20th May 2022 The owner Mr Thakore, gave an undertaking to the council in relationship to the said planning permission which included at 2.1 notification of change of ownership, 2.2 Notification to implement the development. Can the council please provide copies of all correspondence, if any of said notices received by the Council
2) On or around 10th November 2022, the building at 56 West Hill was demolished with intention to commence the implementation of the above planning permission. Can you please provide the following:
a) Any Notice of liability for CIL (Community Infrastructure Levy) received by the council relating to the planning permission 20/04307/FUL or 56 West Hill, CR2 0SA
b) Confirmation that the CIL has been paid in relation to the above development, and by whom.
3) The grant of planning, also included at point 3 in the informative section a need for a S278 agreement with the Croydon Councils Highways department. Can you please provide a copy of this agreement
4) The grant of permission included at point 4 the need for a survey of the surrounding footways, carriageways, to be submitted to the LPA. Can you please supply a copy of the said report.

Your request has been considered under the provisions of the Environmental
Information Regulations 2004. Specifically, you have requested the
following information:
56 West Hill - Planning Permission: 20/04307/FUL
The council granted the above planning permission on the 27th May 2022.
I would like the following information relating to the matter:
1) On the 20th May 2022 The owner xxx, gave an undertaking to the council
in relationship to the said planning permission which included at 2.1
notification of change of ownership, 2.2 Notification to implement the
development. Can the council please provide copies of all correspondence,
if any of said notices received by the Council.
‘Notification to implement the development’ is available on our online
register under ‘unilateral undertaking’ and the ‘notification of change of
ownership’. Therefore Regulation 6(1)(b) of the Environmental Information
Regulations applies where the requested information is already publicly
available and easily accessible to the applicant in another form or
format.
This means that the Council is relieved of the duty to communicate the
requested information to an applicant if there is an existing method by
which the information can be obtained, outside of the operation of the
Freedom of Information Act and Environmental Information Regulations.
2) On or around 10th November 2022, the building at 56 West Hill was
demolished with intention to commence the implementation of the above
planning permission. Can you please provide the following:
a) Any Notice of liability for CIL (Community Infrastructure Levy)
received by the council relating to the planning permission 20/04307/FUL
or 56 West Hill, CR2 0SA
b) Confirmation that the CIL has been paid in relation to the above
development, and by whom.
We do not issue copies of CIL liability notices to third parties. We can
confirm a CIL liability notice was issued with Croydon CIL £68,196.24 and
Mayor CIL £9,858.80. The CIL has been paid in full but we do not issue
details for any party making CIL payments.
3) The grant of planning, also included at point 3 in the informative
section a need for a S278 agreement with the Croydon Councils Highways
department. Can you please provide a copy of this agreement.
The developer has not entered into an Agreement.
4) The grant of permission included at point 4 the need for a survey of
the surrounding footways, carriageways, to be submitted to the LPA. Can
you please supply a copy of the said report.
There is a survey of the carriageway attached. However, this survey does
not have to be completed and submitted along with the CLP, only a
commitment to undertaking and submitting one before the start of works.
