Freedom of Information Request 673273 – Internal Review 
 
Thank you for your various emails in which you requested that the City Council undertake 
an Internal Review of the above information request. For purposes of clarity and context, 
your original request and our accompanying responses are summarised below as follows –   
 
“1 Who Commissioned the report 
2 Who Compiled the report 
3 Who gave Councillors permission for setting up the Companies 
4 Was there a comprehensive appraisal of the [due diligence] of the Companies 
5 What Social impact did the Company have on the area 
6 Are there going to be recommendations that the Councillors resign 
7 Will LCC forward the BIC report to the Police for a full investigation 
8 Do LCC think this is a total abuse of public money and total disregard for the 
communities of the Anfield areas 
9 Are the Grants and loans going to be repaid 
10 Why wasn't there proper auditing of public money 
11 Why was there lack of supervision of Public Money 
12 I require a full break down of the cost of the report I require all emails that went to 
and fro between councillors including Mayor Anderson and all outside bodies relating 
to The Bic Report.

Liverpool City Council would advise as follows –  
 
1.  The report was not commissioned or undertaken by Liverpool City Council so we 
therefore do not hold this information.

(North) Community Ideas Company was submitted to Cabinet at its meeting of 10 July 
2015 which is already in the public domain and reasonably accessible to you via the

5.  The City Council does not have control or management of the CIC and as such does not 
hold such information. We would advise you submit this element of your request directly 
to the organisation concerned.  
 
6.  The report was not commissioned or undertaken by Liverpool City Council and as such it 
is not a matter for the City Council. 
 
7.  The report was not commissioned or undertaken by Liverpool City Council and as such it 
is not a matter for the City Council as regards any actions its authors may choose to 
propose or undertake.  
 
8.  The City Council does not have control or management of the CIC and as such does not 
hold information as regards its activities. The remaining element of this question is 
seeking expressions of opinion, comment and speculation to which Freedom of 
Information legislation does not extend to require us to do.  
 
9.  This is not a valid question under Freedom of Information legislation, which relates to 
information held and not speculation or comment.

  Internal Review 
 
The basis upon which you have requested an Internal Review be undertaken was as follows

On Twitter, Cllr Richard Kemp CBE Lib Dem posted the following tweet 8:14 AM -

I have been reassured that the council investigation into the potential match day 
car parking irregularities in North Liverpool are almost complete. I suspect that it 
will not be released until after the elections but I do understand that it has been 
rigorous. 
 
Due to the public statement made by Cllr Kemp and your response please pass 
this to the person who conducts the internal reviews 
 
''The City Council is the financial body that supports the CIC & other CIc’s, they 
wouldn’t exist as a sole entity, as the funding they receive is public funding!''

Review Outcome 
 
The grounds upon which you have requested an Internal Review be conducted are not 
immediately apparent or unclear however these appear to relate to the fact that the City 
Council, as is a matter of public record, has provided funding to the CIC organisation to 
which your original request related.  
 
We would advise that notwithstanding the fact that the City Council has provided funding to 
the CIC in question and has, further to comments made by Councillor Richard Kemp CBE, 
conducted its own Internal Audit investigations the content of which not having been the 
subject of any Freedom of Information request, we would again confirm that the report to 
which you refer was and remains an external report that was not commissioned or requested 
by the City Council and as such we do not offer comment as to its content thereof.  
 
With regard to the report produced by the City Council’s Internal Audit Service, as 
referenced above, we would advise that were requests to be received for this information 
then these would be considered in light of the provisions of Section 43(2) Freedom of 
Information Act 2000 which provides an exemption for commercial and financial information 
and also Section 31 (1) (a to c) of the Freedom of Information Act 2000, insofar as any 
disclosure may be prejudicial to the activities of investigative and enforcement agencies.  
 
Your request for a review is therefore not upheld   
 
This concludes our Internal Review process on this matter.  
 
If you remain dissatisfied, you may also apply to the Information Commissioner for 
a decision about whether the request for information has been dealt with in 
accordance with the Freedom of Information Act 2000.
