Dear A James, 
 
Thank you for your Freedom of Information review request received on 31 
December. You asked: 
 
I would like to request an internal review of the handling of It is very 
disappointing that you have essentially refused to release the information 
originally requested. I simply do not accept that it would take more than 3.5 
days to locate the information if you are efficient about asking the relevant 
people.  
 
So, at this time I am asking for the following; 
 
1. The full cost analysis showing the breakdown of how you arrived at your 
cost estimate 
 
You say that the department did not conduct any impact assessment on Parts 
2,4 and 5 of the recently passed regulations. I simply don't believe that Julia 
Gault' s department did not asses or consider the impact of these changes to 
the Child Maintenance Group (budget, headcount, increases to mandatory 
reconsideration etc). I did not ask only about what you were " required to 
publish" so please also disclose the following: 
 
2. All documentation relating to the impact of parts 2,4 and 5 of the recently 
passed regulations (as referenced in my original request) whether intended 
for publication or not. 
 
 
DWP Response: 
 
I am of a senior grade to the person who dealt with your request, I was not 
involved previously, and can confirm that I have carried out an internal review. 
I am now in a position to respond to you. 
 
I am content that your original request was dealt with correctly. Below I will 
explain the rationale behind this. To assist you we have chosen to treat your 
second question as a new FoI request and will respond to this separately.  
 
I am content that the original decision - that it would take one person more 
than three and a half days to locate the information requested – was correct.  

You requested: 
 
1)  All notes and accompanying work undertaken by those named in the 
Impact Assessment (Sheena Taylor, Paul Ryder, Valerie Christian, 
Julia Gault and Laura Webster).  
 
Without a specific narrowing of the request, we would need to look through all 
documents, emails, and miscellaneous notes from these five people over a 
number of years.  
 
2)  All notes, documents and correspondence between the "Better Regula-
tion Unit"    
 
Without a specific narrowing of the request, it is not clear what information you 
are looking for – specifically whether you are requesting the correspondence 
internally between members of this unit, or between this unit and a third party.  
As above, to fulfill this request we would need to look at wide range of docu-
ments for indefinite period. 
 
3)  Minutes of meetings where this statutory instrument was discussed.  
 
As this request does not refer to a specific meeting, this would entail looking 
through around two years’ of notes of all programs, policy and operational 
meetings to look for reference to regulations.
