Project Update - key issues: 
 
 
a. DP presented outcome of option identification being tunnel 
 
option through WHS (with north or south bypass of Winterbourne 
Stoke) vs. long route to the south of WHS. 
 
b. The proposal for public consultation is just to consult on the 
tunnel option and to invite views on whether the Winterbourne 
Stoke bypass should pass north or south of the vil age. Approval 
was being awaited from DfT/Secretary of State for the public

consultation proposal and for the timing of the consultation launch, 
planned for 9 Jan. (The SoS had visited the site on 1 Dec and was 
supportive.) 
 
c. The Design Panel had been given a presentation on the 
proposals and had been complimentary and supportive in 
response. 
 
d. The Board endorsed the approach HE were planning to take for 
consultation. 
 
e. Proposed developments in the Boscombe Down/Solstice Park 
area were raised for awareness of contextual planning issues 
needing to be taken into consideration in relation to Amesbury. 
 
f. Concerns were raised about the location of the west tunnel portal 
and its proximity to the Normanton Down Barrow Group. 
 
g. There was discussion about the byways within the WHS, with HE 
clarifying that the DCO process for the project would just assume 
the current byway status, leaving any proposals for change sought 
by others to Wilts Council. 

Public Consultation proposed in early 2017 
 
 
a. CJ presented on the intentions with regard to the 8-week public 
 
consultation planned to start on 9 Jan 201, the means of informing 
the general public & stakeholders, the venues for holding public 
 
exhibitions and the arrangements for securing responses. 
 
 
 
b. There was discussion about how the Historic England/EH/NT 
 
Communications Board planned for 13 Dec could be used to plan 
for bringing CEOs together during consultation with a view to 
 
coming out with a supportive message. HE had been invited to the   
meeting, and the invite would be extended to include Wilts. 
 
 
 
c. HE are planning to publish the Technical Appraisal Report in 
KJ to request 
support of the consultation. Other background material would also

a. PK queried the status of the traffic modelling being undertaken 
 
on the project, and DP confirmed that the modelling was being 
updated to remove any current anomalies to ensure future 
robustness.  
 
b. Constituency MP, John Glen, is keen to see the A303 problems 
 
being addressed and is keen to lend support as necessary.
