Dear Mr Kirkham, 
 
Thank you for your correspondence of 20 November 2018 requesting the following information:  
 
“Please could you tell me what internet content filtering you use at the MOD. 
In addition to the above could you also provide the make\model\provider associated with the above. 
I'd also like to know the associated costs and what areas of the MOD are covered by the filtering.” 
 
I am treating your correspondence as a request for information under the Freedom of Information 
Act 2000 (FOIA).  
 
A search for the information has now been completed within the Ministry of Defence (MOD), and I 
can confirm that information in scope of your request is held.  
 
The information you have requested would be subject to the following exemptions: Section 26 
(Defence) and is therefore withheld. 
 
Section 26 is a qualified exemption and is subject to public interest testing which means that the 
information requested can only be withheld if the public interest in doing so outweighs the public 
interest in disclosure. 
 
Sections 26(1) (a) and (b) have been applied because knowledge of what internet content filtering 
MOD uses, associated costs and areas covered in MOD could enable adversaries to deduce how 
to potentially circumvent our cyber defence capabilities. Release of such material would increase 
the risk of a successful cyber-attack on MOD and compromise the defence of the UK. For these 
reasons I have set the level of “would”, rather than “would likely to”.  
 
In favour of release is the presumption towards disclosure under the FOIA as answering this 
question would increase transparency of the level of IT security employed by MOD. 
 
On balance, I consider the public interest favours maintaining the exemptions and withholding the 
information you have requested.
