Operational use of Advanced Video Analytics
(CSG)

Overview of operational management of the use of advanced video analytics and the protocols to
be in place for their usage by CSG and Police Scotland
Advance Video Analytics
Video Analytics have been widely used within the security industry for a number of years. The
development of newer technology and the upgrades to Public Space CCTV (PSCCTV) enables its
usage to be more effectively utilised for PSCCTV.
Video Analytics is a support tool for operators which provide prompts, alerts and notifications to
when there is something of interest which an operator may wish to view.
Advance VA provides additional functions and features to help speed up review processes for
locating individuals. The advance functions do not provide facial recognition, emotional recognition
or any other biometric type functionality.
Advanced VA operates in two ways
Process & procedure
There are two types of Video Analytics (VA) that will be utilised on the PSCCTV system in Glasgow.
The VA is a piece of software that can be moved to any camera depending on the requirements of
the service.
The two types of VA are
1. Standard VA which has a number of functionalities (depends on licence utilised) these are:
Perimeter breach
Intrusion detection
Crowd management or over crowing alerts
Loitering
Standard VA require perimeters or zones to be established which when breached will send the
operator an alert to monitor or review.
2. Advance VA-Suspect Search which provides:
Incident tracking (individual involved in ASB/Criminality) could be located via
cameras (not live tracking/retrospective viewing)
Search function for missing children
Suspect Search will operate in a number of ways
An image is identified via a CCTV camera (person caught on camera) and we can have a still image
which will then be put back into the system via the search engine which will provide possible
matches and routes (ideally carried out in camera batches of 10)
Image can be provided such as a missing person picture/camera which can then be put back into the
system.
Avatar
If no image is available an Avatar can be created of the description which once completed can be put
into the system for possible matches
Primary usage
Suspect Search
Provide more effective and speedier locating of individuals involved in ASB & Criminality.
Support the identification and locating of vulnerable individuals
Support the tracking and locating of missing children
These are in line with the primary objectives of the service.
Standard VA
Detection of perimeter breach or intrusion in identified areas of concern such as Parks (nights),
Glasgow landmarks (fountains) or areas identified by communities causing concerns (lanes, play
areas)
Crowd management or overcrowding to detect and prevent escalation of ASB or criminal behaviour.
Areas identified will provide alerts to operators once the VA detects any issues
Loitering VA will alert operators of anything remaining within specified zone for longer than a
specified period of time- this could be applied to parks, shops, schools or any area of concern.
Primary Users
Standard VA & Suspect Search -Public Space operators
Suspect Search- Police Scotland Liaison officers
All authorised users will be provided with training on the usage of the system and programming of
all VA functions will be carried out by CSG technical and system administrators.

Standard VA is a function that will operate in the background and will not require any actions from
operators until there is an alert notification
Suspect Search will require an audit log of usage which will be provided by the system. Operator
usage will be logged in the system each time it is utilised and identified via the system .
Police Scotland officers will also be required to complete the appropriate forms (REF XXX) and
information noting the following:
Incident ( provide ref numbers)
Requirement to use SuSe
Authorisation
Officer details
Date/time
Outcome
Note* we could amend the review forms to include this
At no point will the system be utilised to track or monitor individuals not involved in any crime or
ASB.
Any usage of the VA software for surveillance purposes will require RIPSA approval for Police
Scotland and must be included in the DSA authorisation paper work
How to Guide
1. On main screen double click applications launcher (will be replaced by SS icon)
2. Bottom Right panel applications launcher click icon
3. Top right click on tolls tab open window
4. Click Viewing panel icon and click onto SuSe
5. Click query tab
+date and time
+ channels (cameras)
Click on query tab
6. Select core image from search
7. + to search and+ required cameras
8. Click on search button
9. Play back if required
10. Repeat as required
11. Click on map icon for snail trail

1. Follow numbers 1 to 4 to access SuSe
2. Click on create composite
3. Create image from menu options
4. Click on create-image now moved to main SuSe screen
5. +cameras for search click on search
6. Select image matches to selected tray
7. Play back video if required
