Thank you for your e-mail of 14 November 2018, in which you ask for a breakdown of
internal & external costs, gross cost (undiscounted) excluding capital cost of £360 - £410
million as quoted in the “Impact Assessment for EU Settlement Scheme" (IA No: HO0316).
You have asked for this to be broken down between a) Internal cost and b)
Outsourced/External cost of which you have asked for the outsourced/external costs to be
broken down further by i) Outsourced processing; ii) Consultancy and iii) Other external
cost. You have also asked to be provided with a breakdown of external cost for the
scheme for Outsourced/External cost by supplier in line with the "Crown Commercial
Service Publication of Central Government Tenders and Contracts - Central Government
Transparency Guidance Note". Your request has been handled as a request for
information under the Freedom of Information Act 2000.
I can confirm that the Home Office has calculated that the estimated costs for the EU
Settlement Scheme have been arrived at an estimate within a range of between £360 -
Under section 12(1) of the Act, the Home Office is not obliged to comply with an
information request where to do so would exceed the cost limit. We have estimated that
the cost of meeting your request would require us to reconcile the amounts estimated to
have been calculated against contract values to Consultancy firms which would exceed
the cost limit of £600 specified in the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004. We are therefore unable to comply with it.
To provide an accurate aggregate of the Home Office expected costs relating to EU exit
matters would involve extracting information from various internal sources as well as other
government agencies supporting our EU exit work. Considering the number of people that
would be involved in ascertaining the information you seek; this information would cost in
excess of £600 to supply.
Such an exercise will involve locating, retrieving and extracting information from various
business areas including but not limited to: Home Office Commercial Directorate,
Operational Delivery, Policy, Government Recruitment Service, Home Office Security and
UK Security Vetting and other government departments who were involved in the tender
process, contract awards as well as vetting and on boarding of external consultants as well
as the department’s Digital, Data and Technology services team and Home Office estates.
If you refine your request, so that it is more likely to fall under the cost limit, we will consider it
again. Please be aware that even if a revised request were to fall within the cost limit, it is
possible that other exemptions in the Act might apply.
If you are dissatisfied with this response you may request an independent internal review
of our handling of your request by submitting a complaint within two months to email@example.com,
quoting reference 51096. If you ask for an internal
review, it would be helpful if you could say why you are dissatisfied with the response.
As part of any internal review the Department's handling of your information request would
be reassessed by staff who were not involved in providing you with this response. If you
were to remain dissatisfied after an internal review, you would have a right of complaint to
the Information Commissioner as established by section 50 of the FOIA.
