I am writing to ask you to clarify your request. This is because we are
not certain that we have understood your request correctly. Therefore I
should be grateful if you could clarify the below points raised by the
relevant team:
 

We cannot see the 52 lines that are referred to in the FOI request. Please
specify which payments they are querying.
See attached the July invoice spend data, which has been filtered to show
redacted payments with a description of 'Fostering' , and there are only 3
payments that match the criteria.

 
I will not be able to take this matter further without this extra
information from you. Please let me know by 20/01/2020.
 
If I do not hear from you within the timeframe provided, I shall take it
that you do not wish to pursue this request and will consider the request
closed.

Thank you for your response.

You are correct, we also cannot see the 52 lines that were referred to in the FOI request. However, it seems the file has since been updated a few months after we had downloaded & analysed its contents. Could you please verify that with the concerned department (that the July 2018 file was updated since being posted publicly)? We ask, because we have spent considerable time & effort to narrow down this issue and it would help ensure to prevent recurrences of such incidents in the future, if there are some checks & balances in place to ensure the transparency of Open Data.
