Dear Mr Balla
We are writing regarding your request for information received on 19 October
2018. In that request, you asked us for:-
“Dear Highways England Company Limited,
I am requesting copies of the following HE standards:
- Motorway Enhanced Message Sign Layout
- Motorway Sign Mk2 B General Layout
- Motorway Enhanced Matrix Indicator Layout
- Motorway 5 x 7 Matrix Alphabet
In the 'UK Transportation Technology Standards - Green List' they are all
listed as being under Specification Number: MCX0558.

With regards to MCX0558:
There is some confusion in that MCX0558 would have been a drawing
or set of drawings – MCX is the prefix used for drawings.
We were unable find any copies of these drawings on file, digital or
hard copy.
The records that we do have suggest that these drawings, or some
parts of the drawing set,
may not have been published.
By looking at historical drawings published before and after MCX 0558,
it would appear that the drawings were created in 1994, or possibly
earlier.
We can find very limited details of contacts for these drawings, and the
names we do have are either no longer with the business, have retired
or are deceased.
We will be unable to proceed with your request without clarification of the
information you wish to receive. To help us do so, we would please like to
know:-
1. Is the information required historic relating to c1994; or is the
information required the most up to date versions?

2. Does the information required relate to specifications or standards? (A
‘standard’ sits under the Design Manual for Roads and Bridges’
(DMRB). This is the ‘what’ that we ask the supply chain to produce,
construct, maintain, inspect etc – a way of standardising the approach
in terms of quality, quantity, performance, level, grade etc. A
‘specification’ sits under the Manual for Contract Documents for
Highway Works (MCHW) and relates to a prescriptive design for a
specific product in terms of size, shape, material used etc and in
relation to procuring products from the supply chain).
Please note that if we do not receive appropriate clarification of your
information requirements within three months from the date of this letter (6
February 2019), then we will consider your request closed.
