Please see attached email exchange with outlines the way forward for UK Blood Organisations to
remain in the European Blood Al iance (EBA) over the next 2 years while issues around Brexit
and EBA rules become clearer. There is an firm intent from the EBA to keep the UK in and this is
a sensible approach to making this happen. It also al ows time for UK organisations to confirm
membership is appropriate in the long term. This wil certainly be the case for home nations
other than England who may see a link to a worldwide organisation which potential y stil gives
then access to the EBA. The size of BTS in England makes a broader worldwide link to other large
health systems an option which may not be available/suitable for smal er nations.
Overal however the way forward is sensible and mitigates the risk raised at Board.

Dear Mary,
Having discussed with Philippe, I propose the folowing arrangement to secure UK membership
in EBA during the Brexit transition period and an appropriate wel -informed decision process.
The process would be the folowing:
The Executive decides in the next teleconference on September 3th, 2018: according to
Article 3 of the statutes, in spite of the fact that the UK wil withdraw from the EU on
March 29th, 2019, membership of UK Forum wil not be terminated (statutes attached)
during the transition period. UK continues as a ful and member of EBA during the Brexit
transition period
EBA Board wil be informed at the meeting in October 2018 on this decision
EBA Board wil have a discussion on the UK membership and future strategy of EBA
membership based on a discussion paper by spring 2020 at the latest
EBA Board wil at the latest in 2020 autumn meeting vote on the change of statutes
according to the options based on the previous discussion
That would alow time to better understand the Brexit terms, the interest of UK to stay within
EBA and discuss the strategy of future membership of EBA.
Could you please comment and confirm if this process would be acceptable for the UK Forum.
