We have consulted with the BGS and academic experts and at this stage it is very difficult to see 
how the resumption of small volume production and water injection at the Brockham Field 
could have triggered these seismic events.  It is even more difficult to see a causal link to Horse 
Hill where the last testing was in 2016, long before the quakes started on 1 April and production 
testing did not resume until 9 July. 
 
These seismic events have been at low levels and do not pose a threat to well sites in the area. In 
these circumstances, the OGA does not see a need for a moratorium on hydrocarbon activities in 
the area. 
 
The BGS are continuing to evaluate the data, and with the OGA, are planning a workshop with 
seismicity experts from academia, other regulators (the Environment Agency and the Health 
and Safety Executive) and the relevant field operators (if we decide we need them to answer 
wellsite and data questions), to pool our knowledge and data to better understand the cause of 
these seismic events. 
 
The OGA are also going to audit the records for Brockham field regarding reporting of 
production and injection volumes. 
 
If the OGA were to see evidence that operations at Brockham Field have resulted in seismicity, 
the OGA would instruct Angus to change their planned activity.

Have you seen the latest letter to the Times from eminent geologists (including Prof Selley) asking 
for a moratorium on hydrocarbon exploration, sent to Dr Andy Samuel (OGA).  I would appreciate if 
you could call me regarding this matter, as we have a committee item for Brockham on 
Wednesday.  Our view is this is outside the remit of the application and it would be for the OGA to 
decide.
