4G and 5G plans

Response to this request is long overdue. By law, under all circumstances, Wirral Metropolitan Borough Council should have responded by now (details). You can complain by requesting an internal review.

1. - Which (if any) mobile phone companies, have approached Wirral Metropolitan Borough Council ("the Council") with proposals for the introduction of 3G, 4G or 5G technology,including:
(a) masts and/or
(b) smaller transmitters / transceivers in the borough?

2. - Has 3G, 4G or 5G technology already been introduced, within the borough?

3. - If 3G, 4G or 5G technology has already been permitted by the Council, within the borough, please provide full details of the locations of ALL masts and smaller transmitters / transceivers

4. - How many lamp posts are being (or are planned to be) utilised as 3G, 4G or 5G transmitters / transceivers?

5. - How many telegraph poles are being (or are planned to be) utilised as 3G, 4G or 5G transmitters / transceivers?

6. - What activities, if any, has the Council already carried out in relation to rolling out 3G, 4G or 5G in the borough and what is the cost of this so far?

7. - Who is funding the cost of rolling out 3G, 4G or 5G in the borough?

8. - Has the Council received any incentive payments for adopting 3G, 4G or 5G in the borough, and, if so, please provide FULL details of all monies concerned together with FULL details concerning who has offered and/or provided these payments?

Thank you for your recently submitted request, made under the Freedom of
Information Act.

 

Please see the questions you asked, underneath are our responses, we have
highlighted these in RED for your assistance.

 

1. - Which (if any) mobile phone companies, have approached Wirral
Metropolitan Borough Council ("the Council") with proposals for the
introduction of 3G, 4G or 5G technology, including:

(a) masts and/or (b) smaller transmitters / transceivers in the borough?

Telecom applications are submitted in a number of formats and do not
usually include details of whether the proposals are 3,4 or 5G in the
description or which operator has submitted the proposal. A such we have
no way of identifying which applications meet the suggested criteria
without looking at every individual file. This would involve considerable
officer time and the same information is available publicly on the
Councils web site.

 

2. - Has 3G, 4G or 5G technology already been introduced, within the
borough?

Yes - 3G and 4G.

 

3. - If 3G, 4G or 5G technology has already been permitted by the Council,
within the borough, please provide full details of the locations of ALL
masts and smaller transmitters / transceivers

We have checked the information which we hold in regard to such planning
applications. Unfortunately it is not possible to ascertain from the
information which we hold whether the masts approved are 3G , 4G or 5 G, 
as such we are unable to provide details of the locations of the masts and
transmitters in question as telecom applications are submitted in a number
of formats and do not usually include details of whether the proposals are
3,4 or 5G in the description or which operator has submitted the proposal.
As such we have no way of identifying which applications meet the
suggested criteria without looking at every individual file. This would
involve considerable officer time and the same information is available
publicly on the Councils website.

No activities by the council

Individual Mobile Operators

No

 

9. - What health and safety data has the Council considered in relation to
the safe use of 3G, 4G or 5G in populated areas?

Wirral Council undertook a review of published research by technological
bodies and other professional health organisations into the perceived
health and safety risks from wi fi technology. The Health Protection
agency states that there is no consistent evidence to date that wi fi and
WLANs adversely affect the health of the general population. The UK
Government relies on the data supplied by International Commission on
Non-Ionizing Radiation Protection (ICNIRP), an international group of
scientists, for radiation safety limits.

The view of both the HPA and the World Health Organisation remains that
there is "no adverse health effects from low level, long-term exposure".
However, the Council notes that there are other organisations at odds with
the research and findings of WHO and ICNIRP and that further studies are
planned in the future. The UK government has also responded to written
questions about the safety of human health from 5G. The Government
statement says that it expects that existing UK technical standards will
be adhered to throughout the development and deployment of 5G products and
networks. These standards draw on the International Commission on
Non-Ionizing Radiation Protection, which takes into account the
well-researched effects of radio waves. As 5G continues to develop, the
Government is committed to working with Public Health England’s Centre for
Radiation, Chemical and Environmental Hazards (CRCE) in order to monitor
available evidence and will take action if necessary. Wirral Council will
monitor developments and amend advice as required. Guidance to avoid EMF
radiation from use of mobile phones will also be available on the Council
intranet.

 

 

10. - What specific health and safety concerns on plant, animal and human
life in relation to exposure to 3G, 4G or 5G high energy electromagnetic
radiation has the Council considered?
