FREEDOM OF INFORMATION (SCOTLAND) ACT 2002
I refer to your recent request for information which has been handled in accordance with
the Freedom of Information (Scotland) Act 2002.
For ease of reference, your request is replicated below together with the response.
I would like you to provide information on the cost of policing Scottish football
games over the 2017/18 season by club.
I would advise you that the clubs and organisations are charged for the policing within the
stadium. On that basis, this information is proactively gathered.
Information regarding the cost of policing outside the various stadiums is not required for
any business purpose and, as such, is not col ated.
On that basis, Police Scotland does not hold information regarding the total cost of policing
footbal matches. As such, section 17 of the Freedom of Information (Scotland) Act 2002
applies - information not held.
I can however provide you with information regarding the financial contributions made in
each year by each club/ organisation for 2017/18.

How many arrests have been made in the 2017/18 season at each football stadium.
Furthermore, I’d like a list the statistics on what how many fans of each of the 42
SPFL clubs were arrested in the 2017/18 season on a match day
First of al , in relation to ‘arrests’, the police in Scotland have the power to arrest an
individual where there is suf icient evidence to support a charge against them, either for a
common law crime or for a statutory of ence where the statute empowers the police to
arrest any person contravening its provisions. However, there is no mandatory recording
process in relation to arrests as not al of enders are routinely arrested when they commit
crimes and some may be subject of a report to the Procurator Fiscal without ever having
been arrested.
Notwithstanding, I have considered your request in terms of detected of ences recorded at
footbal stadiums on match days and I regret to inform you that I am unable to provide you
with the information you have requested, as it would prove too costly to do so within the
context of the fee regulations.
As you may be aware the current cost threshold is £600 and I estimate that it would cost
wel in excess of this amount to process your request.
As such, and in terms of Section 16(4) of the Freedom of Information (Scotland) Act 2002
where Section 12(1) of the Act (Excessive Cost of Compliance) has been applied, this
represents a refusal notice for the information sought.
By way of explanation, there were over 900 footbal matches played during the 2017/18
season and the date/ time/ location of each would have to be individual y searched on the
various Police Scotland crime recording systems to ascertain the of ence data for each -
an exercise I estimate would be wel in excess of the £600 limit.
