I can confirm that the information requested is held by Harrow Council. I have 
detailed below the information that is being released to you. 
Your Request
Can you please provide the following information. In all instances where numbers 
are asked for please provide them both as a whole number and as a percentage. 
1. How many children of compulsory school age do you currently have under local 
authority care? 
92
Of these; 
i) How many were school educated by their parents before going into care? 0
ii) How many were electively home educated by their parents before going into care? 
0
2. Can you please provide a statistical breakdown of the reasons why children in 
your local authority have been put under local authority care? 
Primary needs are recorded for every Child Looked After client, further detail 
is written in free text in the child’s file but isn’t reportable, breakdown of 
primary needs for new Children Looked After in 2017/18 as below:

3. Please provide the number of children under local authority care classed as 
children missing education for the years (Jan 01 - Dec 31 in all instances) 2015, 
2016, 2017. 
2015 - Numbers too small to report in line with DfE suppression rules 
2016 = 0 
2017 = 0

4. Please provide a breakdown of how the children under local authority care are 
currently receiving their educational provision. Please include CME statistics. 
There are currently 90 CLA monitored of statutory school age. The breakdown 
is as follows.

63 are in mainstream education – 70%
14 are in special schools – 15.5%
4 attend a pupil referral unit – 4.4%
3 are in an alternative provision – 3.3%
2 are educated in mainstream schools abroad – 2.2%
1 attends a mainstream independent school – 1.1%
1 is educated at a detention centre – 1.1%
2 are currently CME – 2.2%

5. Please provide the number of children aged 10 - 18 under local authority who 
have; 
i) Gone missing - 47 had at least one missing episode at any point in time
ii) Had police involvement - 97 had a merlin referral from police at any point in 
time
iii) Been groomed by adults after going into LAC - Numbers too small to report in 
line with DfE suppression rules
iv) Had a relationship that resulted in pregnancy - Numbers too small to report in 
line with DfE suppression rules
v) Had a relationship that resulted in parenthood - Numbers too small to report in 
line with DfE suppression rules

6. Of the children currently under LAC please provide the number of children who 
have been identified as needing supportive therapy; This could be SEN, mentally, 
emotionally, physically etc. 
This data is not available in a reportable format.
Of these children; 
i) How many have successfully received the therapy recommended? 
ii) How many are in receipt of the therapy recommended? 
iii) How many are waiting to receive the therapy recommended? 

Finally, can you please provide statistics/documentation and evidence for the 
educational outcomes for all children under local authority care?.

CLA in the English Baccalaureate and Attainment 8. Harrow CLA are slightly 
behind (0.04)  the national average for Progress 8
