Agenda item 1
Highlighted the possibility of a discussion at DSG on the principle of using Facilitation funds to support
Organisational Overheads. Therefore the IB would discuss the FASVIG work programme and decide on its merits
but leave the Mgmt costs proposal as an ex-com decision post the DSG discussion outlined above.
Agenda item 2 – Low power low drag arrival metric
This proposal, FFSG_020, was approved with the following comments:
1) Ensure any descent profiles proposed are flyable through early coordination with airspace users
2) Note: The Sustainable Aviation meeting in November 2017 was not able to formally consider this proposal and
this item has been postponed to January 2017 earliest, pending availability of the ERCD representative.
3) Please provide 3monthly detailed progress reports to the Investment Board
Agenda item 3 – FASIIG Technical Support
This proposal is approved as an extension of cost and time to FFSG_014:
1) FASIIG Co-Chairs are responsible for tasking and managing outputs from contractor
Agenda item 4 – FASVIG Mgmt Support 2018/19
The principle of funding the overheads of an organisation was discussed at the DSG on the same day as the
Investment Board; this principle had been recognised in the case of FASVIG when the DSG first agreed to fund
them. The DSG recommended that:
We consider four aspects of the FASVIG request for funding, these being; Alternative funding opportunities;
different procurement options for the work programme and management; Audit requirements; and potential
overlap with existing projects / programmes.
We should examine ‘How best to test value for money from FASVIG in delivering their work programme’. FASVIG
overheads to support the work-programme should be tested against market rates; potentially one element of the
work programme could be tendered to test the market – although this could induce a significant cost in itself;
FASVIG should explain more fully the alternative funding sources pursued to this point and what might exist in
future; and,
The members should ensure the Facilitation Fund governance mechanisms are adequate to provide oversight of
projects, including identification/confirmation of value for money and scrutiny by audit.
Post DSG investment Board recommendations:
FASVIG to develop a work programme with associated management costs to the end of March 2018 and submit to
the Investment Board for an ex-committee decision by the end of December to ensure a continuation of FASVIG in
the short term and allow time for the work below to be carried out.
Investment Board to establish a comparison of FASVIG management costs v market rates by mid-January 2018.
FASVIG to re-submit the long term applications, taking into account the feedback in these notes, a revised
submission to be submitted no later than the second week of January 2018.
Investment board to make a decision, through an ad-hoc IB, on the FASVIG work programme and management
costs by the 9th of February 2018.
Agenda item 4a – FASVIG Prog support 2018/19
The FASVIG work programme was generally supported but there are areas of potential overlap with existing
programmes of work; the FASVIG contribution to them needs to be further refined to ensure a coordinated
approach and should be demonstrated in the work programme application.
FASVIG clarified who they represent and coordinate with; significant efforts have been made to coordinate across
the GA community. FASVIG
can provide the link to facilitate wider GA and commercial air transport discussions to

the benefit of
all users.
The value of FASVIG carrying out this programme versus tendering each element of the work programme
separately was discussed; further understanding of the FASVIG overhead costs in the partner funding application
is required to demonstrate the value for the Facilitation Fund.
Agenda item 5
New proposal; FFSG_023-PBN Community research submitted to IB prior to PRPB review, agreement below
subject to PPRB review on the 7th of December:
1) Ph1; agency research task approved to the value of £50,000 plus vat
2) The research should take into consideration any relevant international PBN deployment experiences
3) Results of the research and proposals / next steps to be presented to the IB on the 2nd of March 2018
4) Ph2 will be defined by the research output, further cost is expected (est £30,000 plus VAT) and it is suggested
output will be around development and production of an industry communications strategy
5) Proposer to tidy up language in the proposal prior to PRPB review
Proposal to extend FFSG_009 FASIIG Comms Support; the current project ends on the 31st of March 2018, this
proposal extends from the 1st of April 2018 to the 31st of December 2019.
