Dear Sir/Madam
Freedom of Information Act 2000 (FOIA)
Request ID: RQE03546
Thank you for your request for information relating to removing children.
1. What number of adoption without consent of parents happen in a year.
We hold this information but have estimated that the cost of meeting your request would
exceed the cost limit of £450 specified in the Freedom of Information and Data Protection
(Appropriate Limit and Fees Regulations 2004). This represents the estimated cost of
one person spending 18 hours, in determining whether the information is held, locating,
retrieving and extracting it.
This is because the information you require is not held in a reportable format. It would
therefore require a manual audit of all adopted cases, which would take well in excess of
18 hours. It would not be possible to provide a precise estimate, but likely over 100
hours.
Your request has therefore been refused under section 12(2) of the Act.
2. How many parents are given bad reports from psychologist?
Please see question 1.
3. How many parents have lost their children to forced adoption due to ill health
that wasn't their fault?
Please see question 1.
4. How many parents appeal forced adoption?
Please see question 1.
5. How many parents accused social workers of lies or being personal to remove
children?
Please see question 1.
5. How many children end up back on care after a failed adoption?
Please note we do not have information prior to 2013.

6. What is the protocol for telling birth parents of their child was to be murdered
by an adoptive parent.
We ask all adopters to sign as to whether they are prepared to:
Inform the agency in the event of the death of the child.
Inform the agency of the breakdown of the adoption.
Also, as to whether they wish to be contacted by the agency to discuss any
requests made by a birth relative/sibling.
After the adoption order, the birth parents do not have any parental responsibility. As a
result, it is up to the adopters if they choose to inform the agency and up to the agency if
they choose to inform birth parents.
7. If keeping families together is what you promote why are so many families
losing their babies to forced adoption?
The basis of the Children Act 1989 is that wherever possible children should remain with
their birth families. However, this is on the premise that the child’s welfare is the
2
paramount consideration in considering any orders made in accordance with that Act.
This forms the basis of child care law in England. Adoption orders are made by courts in
England where this it is concluded through the court process that this is the best way to
ensure the child’s welfare.
