Re: Request for Internal Review under the Freedom of Information Act 2000 (FOIA)
I write in response to your recent request for a review of your FOI on account of further information
that you have obtained which calls into question the response originally issued to you in December
2017. In addition to this, you believe that this information has been purposefully withheld from
you.
I have considered your comments and reviewed the relevant information. For ease of reference I
will outline the stages of your request so far and provide you with my decision, having undertaken
this review.
Request dated 13th November 2017: ‘Please provide names and job titles of staff tasked with decreasing the Special Educational Need
(SEN) spend per pupil’.
Response issued 11th December 2017:
‘The Special Educational Needs (SEN) budget comes under Learning Services, therefore no staff
is tasked with the decreasing spend per pupil’.
Request for Review submitted 13th December 2017:
‘Having conducted our own research we believe that individual members of staff are tasked with
reducing the SEN per pupil spend. The document that can be viewed at this link clearly shows that
Gerwyn Loosley is one of the members of staff tasked with reducing the SEN per pupil spend:

We believe that you do hold the information we were requesting but you have chosen not to
provide it to us, we still require this information and hope it can be provided to us promptly’.
Decision:
I have now reviewed your original request and considered your comments upon submitting your
request for Internal Review under FOIA. I thank you for sharing your own research with the
Authority, which refers to the Single Integrated Plan Executive group Report Card for 2013/14. As
you have identified, this document details a target to reduce average SEN spend per pupil and at
that time, Mr Gerwyn Loosley was recorded as the lead reporting officer for that specific action.
I can confirm that since 2013/14, no member/s of staff have been designated or tasked specifically
to decrease the average SEN spend per pupil hence the response issued to you on 11th
December is indeed correct.
If you remain dissatisfied with the way the Authority has dealt with your request you may refer the
matter to the Information Commissioner’s Office (ICO).
