Thank you for your email of 13 November 2017 where you requested the following information:
The location of the heat networks
The number of final customers, broken down into domestic and commercial final
The approximate amount of heat supplied by the scheme in kWh on an annual basis,
either in total or on an average per customer basis
Your request falls under the Environmental Information Regulations 2004 (‘the EIRs’) on the
basis that the information you have asked for falls within the definition of ‘environmental
information’ in the EIRs.
Please find attached the outward post codes of networks, the heat supplied by networks to final
customers in kWh on an annual basis and the number of final customers in each network
broken down by residential, commercial and other sectors. Some of the information for a
number of networks is missing due to incomplete information supplied to us by respondents.
While we have included the first four digits (or ‘outward code’) of the post codes, we have not
included the full post codes of the networks. Regulation 13(1) of the ElRs provides an absolute
exemption for personal data, which is then dealt with under the Data Protection Act. Personal
data of third parties can only be disclosed in accordance with the data protection principles. ln
particular, the first data protection principle requires that disclosure must be fair and lawful and
must comply with one of the conditions in Schedule 2 of the Data Protection Act.
While we hold property/building/scheme names and full postal codes for networks and we
completely understand your interest in this information, we believe this information constitutes
the personal data of respondents. Therefore, we cannot release this without permission from
respondents and do not think that any of the relevant conditions apply.
If you are dissatisfied with the handling of your request, you have the right to ask for an internal
review. Internal review requests should be submitted within two months of the date of receipt of
