Thank you for your request dated 6th November 2017 in which you asked the Department of
Health (DH):
“Details of Capped Expenditure Process (CEP) for Staffordshire
As a member of the public in an healthcare region that is to have a CEP applied
(Staffordshire) I am deeply concerned that the details of how these savings are to be made
is currently secret. I request that as a tax payer, and therefore funder of the NHS, I am fully
appraised of the specific changes to services in Staffordshire that are going to be applied as
a result of the application of the CEP.”

DH does not hold the information you requested.
As happens prior to the start of every financial year, the NHS was asked by this Department
to develop a plan for balancing NHS budgets in 2017/18. As part of their plan, NHS England
and NHS Improvement have designed and implemented the capped expenditure process
(CEP), and have lead responsibility for it. This process was one of a series of measures that
were used to help local NHS organisations to develop balanced financial plans for the year.
Therefore the results of these measures are embedded in local plans.
If you are not satisfied with the handling of your request, you have the right to appeal by
asking for an internal review. This should be submitted within two months of the date of
receipt of the response to your original letter and should be addressed to the address at the
top of this letter, or the email address at the end of this letter.

If you are not content with the outcome of your internal review, you may complain directly to
the Information Commissioner (ICO) who may decide to investigate your concerns.
Generally, the ICO cannot make a decision unless you have already appealed our original
response, and received our internal review response. The ICO will not usually investigate
concerns where there has been an undue delay in bringing it to their attention. You should
raise your concerns with them within three months of your last meaningful contact with us.
