Re: Request for Internal Review – 6133833 Thank you for your correspondence dated 3 October 2017 regarding the response to
your recent request to the Council (6133833).
In your correspondence you asked for an internal review of the handling of your
Freedom of Information Request.
Internal Review Procedure
I am sorry that you are dissatisfied with our handling of your requests and I have
investigated your complaint in accordance with the Section 45 Code of Practice.
Should you remain dissatisfied with the handling of your request, you are entitled to
contact the Information Commissioner under Section 50 of the Freedom of
Information Act 2000. The contact details are provided at the end of this letter.

Background
On 8 September 2017 the council received your request for the following:
1. Please confirm which organisation is responsible for delivering Bikeability
cycle training for children throughout your borough?
2. Was this current contract for the delivery of Bikeability cycle training for
children awarded following a competitive procurement process or awarded
through the TfL Pan-London Cycle Training Framework?
3. What date does this contract for Bikeability cycle training for children end?
4. What is the expected date when any new tender to appoint a provider for
Bikeability cycle training for children? Where will this tender opportunity be
published?
5. Please confirm which organisation is responsible for delivering National
Standard Cycle Skills training for adults throughout your borough?
6. Was this current contract for the delivery of National Standard Cycle Skills
training for adults awarded following a competitive procurement process or
awarded through the TfL Pan-London Cycle Training Framework?
7. What date does this contract for National Standard Cycle Skills training for
adults end?
8. What is the expected date when any new tender to appoint a provider for
National Standard Cycle Skills training for adults? Where will this tender
opportunity be published?
On 26 September 2017 the council responded to your request, answering each of
the questions asked.
On 3 October 2017 you emailed the council to ask for an Internal Review on the
basis that the council’s response to question 2 confirms that the current contract was
rewarded through a competitive process, and asked further questions in respect of it.

Competitive procurement process
Internal Review
The purpose of an Internal Review is to investigate the handling of a request in
accordance with the Freedom of Information Act 2000.
However, your email of 3 October asking for an Internal Review sets out 7 further
questions in respect of the procurement. These are
additional questions to those
posed in your request of 8 September 2017 and therefore your email of 3 October is
a request for further information rather than for a review of the handing of your
original request of 8 September 2017.
As a result no Internal Review has been undertaken, and a response to your new
questions is provided below.

1 - The date that the procurement process was published
2 - How and where the opportunity was published
3 - The deadline for proposals to be formally submitted
4 - The number of potential providers that expressed interest in this opportunity
5 - The number of providers actually submitting proposals
6 - Provide a copy of the Invitation to Tender document which was released
7 - Provide a copy of the contract award letter
Please be advised that Westminster is a named authority in a joint contract with
other London boroughs.
However, this process was managed and led by the contracts team at Royal
Borough of Kensington and Chelsea, who are a separate public authority for the
purposes of the Freedom of Information Act 2000.
