Strategic Consultation Group (SCG)
Notes of meeting 28 July 2014
Update on SIA change programme
1. The Chief Executive provided an update on the position on proposed
legislative changes.
2. The industry representatives made clear their continuing serious frustration
with the lack of progress and the impact of uncertainty on businesses. They
stressed that they considered that the introduction of an effective system of
business licensing remained a priority.
3. Industry representatives indicated that they would seek a meeting to discuss
the lack of progress with Lord Taylor and would consider what other action
they might take to draw attention to the lack of progress.
4. Jacqueline Parker presented a summary of the new integrated licensing
system and the operational benefits that changes will provide to the SIA and
stakeholders. (Slides attached)
5. The Chief Executive gave an update on fees and asked again for any
practical examples of any problems or alternative fee solutions.
Future Role of SCG
6. The Chief Executive provided a presentation on the future role and purpose of
SCG and asked members to consider the objectives, purpose and
membership.
7. Members discussed and agreed that, although the Group is a useful tool to
engage with industry, membership, objectives and strategy require
consideration and review.
8. Mike Bluestone suggested considering small organisations and investigatory
groups for the membership within SCG.

9. James Kelly requested that key strategic issues for public sector be
addressed further during future meetings.
10. Bill Matthews stated that the group has been valuable and helpful for the
Devolved Administrations.
11. The Chief Executive requested that members review the current terms of
reference. (All) (Meeting Secretary will recirculate SCG terms of reference to
all members).

15. James Kelly stated that the alliance continue to engage with the Opposition
on current issues and the lack of progress by government.
Any Other Business
16. Tony Clarke requested that the Alliance should arrange to meet with Lord
Taylor. The Chair said that this was a matter for the Alliance.
