Dear Mr Bell,

I refer to your request, where you asked:

I would like to know how many times since 23 June 2016 ministers and civil servants of the
department have met with representatives of the Legatum Institute. Please provide a list of all
such meetings and the names of the attendees. Please also list all other departmental events of
whatever type or description to which Legatum Institute representatives have been invited,
along with a list of such representatives and the subject matter of the event.

I can confirm the Department for Exiting the European Union holds information relevant to your
request.

Ministers and officials from across Government are speaking with a variety of stakeholders from all
sectors, to understand concerns and priorities after EU exit. Details of Ministerial meetings are
published in the Department’s Quarterly Transparency Returns, which are made publicly available on
GOV.UK.

Details of all meetings within the scope of your request are included in the Annex.  This includes
meetings which have been already published as part of the transparency returns, as well as details of
all meetings in scope from April 2017, which will be included in the Q2 2017 transparency returns
which are due to be published shortly.
If you are unhappy with the service you have received in relation to your request or wish to request an
internal review, you should write to xxx@xxxxx.xxx.xx or:

You should note that DExEU will not normally accept an application for internal review if it is received
more than two months after the date that the reply was issued.

If you are not content with the outcome of your internal review, you may apply directly to the

● The Rt Hon David Davis MP and the Rt Hon David Jones MP attended an external

invited.
● The Rt Hon David Davis MP spoke at a conference organised by the Legatum
Institute in January 2017.

1 Where Departmental officials below Director level attended meetings, this information is being withheld as it is exempt under
section 40(2) of FoIA. Section 40(2) exempts personal information from disclosure if that information relates to someone other
than the applicant, and if disclosure of that information would, amongst other things, contravene one of the data protection
principles in schedule 1 of the Data Protection Act. In this case, I believe disclosure of the lists of colleagues that attended
these meetings would contravene the first data protection principle, which provided that personal data must be processed
fairly and lawfully. Section 40(2) is an absolute exemption and DExEU is not obliged to consider whether the public interest
favours disclosing this information.
