Dear Liam Ward
FREEDOM OF INFORMATION INTERNAL REVIEW REFERENCE NO: ICDS/FOI/005856/17
I write with regard to your email of 01 December 2017 in which you requested an internal review of the
Constabulary’s response to your FOI request reference 4137/17. Please accept my apologies for the
delay in our response.
I note that your original request was received on 09 August 2017 and a substantive response was
provided by Lancashire Constabulary on 07 September 2017 citing Section 12 of the Act i.e. that we
could not provide a response within the 18 hour ‘Appropriate Limit’.
Your internal review was requested on the basis that we did not provide any advice under Section 16
of the Act to assist you to bring your request within the ‘Appropriate Limit’. Please accept my apologies
for the lack of advice provided at the time. I concur that we did not fulfil our responsibility to you under
Section 16 (1) of the Act. I can now advise as follows in respect of bringing your request within the
‘Appropriate Limit’.
Your initial request included a list of 37 questions over a time period of 5 years. Clearly this request
would potentially encompass an awful lot of information held by the Constabulary, however it would
not all be held centrally by one department and would involve significant liaison with various
departments and members of staff across the county to extract the information requested.
To be able to respond to a request, it would assist us greatly if the timeframe were reduced to, for
example, 12 months, and the request could be concentrated on one particular business area that is of
the most interest to you, e.g. mutual aid, as opposed to asking a large and wide-ranging volume of
questions. You may also be interested to note that we have some information published on our
website which may assist you and can be found here https://www.lancashire.police.uk/help-
advice/safer-communities/fracking/.
If you are not content with the outcome of your internal review, you may apply directly to the
Information Commissioner for a decision. The Information Commissioner can be contacted at: The
Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.
Yours sincerely
Sharon Glen
