Thank you for your information request dated 5 August which we received on 7 August. Your request has
been considered under the Freedom of Information Act 2000 (‘the FOI Act’).
In your email you requested the following information:
“I note a recent written parliamentary answer (HL 1048) received by Lord Berkley on 27th July,
which states the 'long term funding envelope' for Phase 1 of HS2 is £27.18bn. Lord Berkley points
to the fact that the last time he asked the same question (HL 4189), which was answered on 21st
December 2016, this figure was £24.3bn. The £24.3bn figure is consistent with the answer you gave
to my previous FOIA request FOI-1444, which you fully replied to on 24th December 2015.
As such, I would like to know the breakdowns, with and without contingency, for the long term
funding envelope of:
Phase 1
Phase 2 (whether that be Phase 2 overall, or Phase 2a & 2b separately) Rolling Stock
This is effectively a request for an update to the information you provided on 24th December 2015,
so I do not anticipate any delay in providing it.”
I can confirm that HS2 Ltd holds information related to your request. The current total funding envelope is
the same as the information provided in our previous response (our ref: FOI15-1444, dated 24 December

As you will see, the figures for Phase 2a infrastructure and Phase 2b infrastructure are different to those in
the December 2016 written parliamentary answer to Lord Berkeley that you refer to in your request. This is
because the scope and funding for the tunnels at Crewe have been transferred from Phase 2a to Phase 2b,
as described in the HS2 Phase Two Financial Case (see below).
The figure provided in the response to Lord Berkeley’s Parliamentary Question (ref: HL1048) for Phase
One of £27.18bn is inclusive of rolling stock. The difference between the two figures covers the cost of
rolling stock units as well as depots and other on-network integration costs (which are expressed
separately in the table above, under “Rolling Stock”). Information on the funding envelope for Phase One,
Phase 2a and Phase 2b is available in the HS2 Phase Two Financial Case which was published on 17 July
2017, please refer to paragraphs 2.1 and 2.4. The figures for Phase One and Phase 2b are inclusive of rolling
stock. Phase 2a does not require the purchase of additional rolling stock.

You have the right to complain to HS2 Ltd within two calendar months of the date of this letter about the
way in which your request for information was handled and/or about the decision not to disclose all or part
of the information requested.
