Please can you provide the following information under the Freedom of Information Act: 
Q1. How many assessments under the Deprivation of Liberty Safeguards were conducted during the 
period 01/05/2009 to 01/05/2017 by the following: 
a.) Council employed Best Interest Assessors. 
b.) Independent Best Interest Assessors (not employed directly by the Local Authority). 
c.) Mental Health Assessors. 
d.) Assessments allocated to 3rd part recruitment agency contracts. 
A1: We do not necessarily allocate or record in the way specified. In April 2015 we 
contracted out our Adult Social Care provision, which included most of the BIAs 
previously employed by the Council.

PCC = Plymouth City Council 
PCH = community healthcare provider prior to April 2015 
DRs = doctors approved under S12 Mental Health Act to carry out assessments 
LSW – community health and social care provider after April 2015 
CP = agency provider for additional BIA capacity post-Cheshire West judgement and 
rise in applications 
IND = independent BIAs  

Q2. Total budget spend on the Deprivation of Liberty Safeguards from 01/05/2009 to 01/05/2017, 
broken down to include: 
a.) The total council spend on DoLS assessments split between employed Best Interest Assessors, 
Independent Best Interest Assessors, Mental Health Assessors and/or recruitment agencies for the 
period 01/05/2009 to 01/05/2017 
b.) Price paid per BIA assessment. 
c.) Price paid per Mental Health Assessment for DoLS. 
d.) Total DoLS team budget for 2017-2018. 
e.) Details of the current DoLS team members by name / job title and number of qualified Best 
Interest Assessors working in your local authority. Please include contact details for the current 
MCA/DoLS Service lead and DoLS team manager. 
a)  We can only break down for the period 1/4/2009 – 31/3/17 

  Best Interest Assessments : £130,126 
  Mental Health Assessments: £163,971 
b) We have not paid/do not pay for assessments carried out by LA staff or our 
community health & social care provider. Other BIAs/agencies charge different fees, 
which range on average from £350-450, while we have been invoiced for an assessment 
fee as high as £700 as it was charged by the hour.  
c) some doctors do not charge if the person to be assessed is seen in their usual clinic. 
Otherwise we expect to pay £173.39 per assessment, sometimes plus mileage/travel 

d) DoLS team salaries amount to £63,950 
  Projected spend on assessments currently £150,000 
  PCC DoLS team comprises one DoLS Lead Officer and one dedicated administrator, 
managed by the Adult Safeguarding Manager.  
  Almost all BIAs carrying out DoLS assessments are external to the local authority, 
the DoLS Lead Officer is a qualified BIA and exceptionally may carry out
