Dear Manchester City Council,

This is a request for information under the Freedom of Information Act. It concerns the company and registered third party 3rd Party Ltd (https://www.3rdparty.online/), where Thomas Borwick is its director.

For 2019, please indicate whether 3rd Party Ltd requested electoral registers and/or electoral register updates, overseas voters lists, and/or absent voters lists.

Please provide details on what 3rd Party Ltd requested and when they requested it. Please also indicate whether 3rd Party Ltd’s requests were fulfilled.

I would like to receive this information in an electronic format. If you feel that a substantive response to this request is not possible within a reasonable time frame, I would be grateful if you could contact me and provide assistance as to how I can refine the request. Thank you for your request for information, which was received by
Manchester City Council on the 25 November 2019.

In your request, you asked for the following information:-    
For 2019, please indicate whether 3rd Party Ltd requested electoral
registers and/or electoral register updates, overseas voters lists, and/or
absent voters lists.

Please provide details on what 3rd Party Ltd requested and when they
requested it. Please also indicate whether 3rd Party Ltd’s requests were
fulfilled.  
Similar to your previous requests for information in February 2018,
February 2019 and May 2019,  I can confirm that the information you have
requested is held by the Electoral Registration Officer for Manchester. 
I would like to draw your attention to the distinction between the roles
of the local authority and those of Electoral Registration Officer or
Returning Officer for Manchester. The role of the Electoral Registration
Officer and Returning Officer for Manchester is separate from that of the
Chief Executive of the local authority and the responsibilities and duties
associated with the former roles are personal to the postholder. A list of
public bodies and local authorities that are subject to the provisions of
the Freedom of Information Act is available at the following website:

As you will see, the Freedom of Information Act does not list any person
appointed under the Representation of the People Act 1983 (or related
electoral legislation). It follows that the Electoral Registration
Officer, (Acting) Returning Officer, Returning Officer or any other person
appointed under the 1983 Act (or related electoral legislation) are not
subject to the provisions of the Freedom of Information Act so I am
therefore unable to assist you with these requests.
If you are not satisfied with this response you may ask for an internal
review. If you wish to complain you should contact the Information
