Would you please revisit the above request and confirm who made the decision to refuse to answer and what was the audit trail leading up to this decision. As this is an accusation of criminal conduct can you please confirm you have the names of those who decided not to answer the request and who they sought advice from before denying the request.

Thank you for your email.
As per the Information Commissioner's Office (ICO) guidance on interpreting and clarifying an information request, we contacted you to ask you for further detail on your FOI request as we determined that there was more than one way to interpret your request. The ICO says:
"You should never attempt to guess which meaning the requester actually intended. Even if you respond correctly to one possible objective reading of a request, you may still find yourself in breach of the legislation if you fail to identify an alternative interpretation which is equally valid. You must seek clarification from the requester, if there is more than one objective reading."
We can confirm that we responded on 29 August 2023, which was within the statutory timescale provided in our acknowledgement letter.

Clearly the ICO is wrong then
This request is to explain what actions Post Office Ltd took with the original request from over 6 years ago was legal opinion sought and who decided there was no reason to answer the request. I would not expect any names to be supplied but i would expect Post Office Ltd to have an audit trail of the request and those responsible.
