Dear Steven,
I write in connection with your request for information dated the 6th April 2017 concerning The
Public Authority Accountability Bill.
I am required by the Freedom of Information Act 2000 to handle all requests in a manner that is
blind as to the identity and motives of the requestor. Any information released as a response to a
request is regarded as being published and therefore in the public domain without caveat.
Following receipt of your request the Public Protection and the Performance, planning and
assurance and Horizon departments of Wiltshire Police have been consulted.
You wrote:
The Public Authority Accountability Bill ( Hillsborough Law ) is currently making its way through
Parliament.
1) I wish to establish the Policies and Procedures you currently hold and use, and those held
by Wiltshire Police themselves , to enable you to deal with any member of the public
whose family member suffers death, or where an individual suffers life changing injuries
due to the failings of a MAPPP or MAPPA or ' High Risk Panel ' process, or also ANY
failing of a public authority that leads to a death or life changing injuries being sustained by
a totally innocent member of the public ?
2) Please also provide all information or leaflets etc that you or Wiltshire Police hold
regarding these matters , including anything that is held internally on how staff / officers
must deal with these matters.
3) Would you also be kind enough to show me what current Legislation has been taken into
account when preparing these policies / procedures / other information , and make me
aware of what changes were made following the now Prime Minister Theresa May's
intervention in the Hillsborough matters, where millions of pounds of public money was
wasted on trying to cover up past and present failings ?
4) May I also be aware of how the Wiltshire PCC and his staff, and Wiltshire Police support
any 'vulnerable adult ' through these and other processes - what

policies/procedures/Legislation/ Government guidance or requirements has been issued to
ensure vulnerable people are adequately supported and receive Justice ?
I should advise you I am seeking a ' reasonable adjustment ' under Equality and DDA Legislation,
to be provided here with ALL the information and documents you hold regarding these matters,
here on the whatdotheyknow website please, as I am not computer literate due to multiple
disabilities and being classed as a 'vulnerable adult'.

Comment from Public Protection.
If a public Authority is suspected to be responsible for a death or serious injury, this will result in
an IPCC referral from Professional Standards to PSD.
If the failing is multi-agency, this might result in a Serious case review (children) or a Serious
Adult Review (adults) or potentially a Domestic Homicide Review. These reviews are
commissioned by the Safeguarding Children Boards, Safeguarding Adult Boards or the
Community Safety Partnerships.
The Police can request a review, but the decision is with those statutory partnership forums – this
is not police policy/procedure, but the processes are mapped out with joint partnership
documents, that are signed up to by Police.
There is a similar review that can be commissioned by the MAPPA Strategic Management Board
in relation to either near misses or serious incidents involving Sex and dangerous Offenders
being managed thought the MAPPA arrangements. This is again a partnership review.
It doesn’t matter what the circumstances of the alleged failure by the Police and other Public
Services, there will be an outlet for complaint and review through PSD and the other partnership
structures.
4. Horizon, Victim and witness care are a team of police staff that support victims of crime,
providing a single point of contact to support/guide them through their Criminal Justice journey.
This includes:
1.
Early support for vulnerable victims of crime, deemed vulnerable in accordance to
the Victims code of practice(VCOP) - signposting to the relevant agency that can
provide the most appropriate support and assistance. In accordance to VCOP, these are:
• Vulnerable victims
• Intimidated victims
• Persistently targeted victims
• Victims of serious crime
2.
Continual support, guidance and updates to all victims and witnesses involved in
either a Wiltshire Crown or Magistrates case. As part of this service we will keep you
updated with regard to the case and arrange:
• Transport
• Accommodation
• Pre-trial visit
• Special measures
• Support
