I am pleased to provide a response to your request for information, received on
7 December 2016:
Cheltenham West Parking Review.
Background:
Following surveys and informal consultations, a Proposed Traffic Regulation
Order, Ref JKS/60327, was issued for formal consultation by Gloucestershire
County Council (GCC). This proposed £1 an hour pay-and-display (P&D)
limited to 4 to 6 hours and residents parking across the Lansdown Zone to
address the issue of severe congestion due to commuter parking.
Following this formal consultation, the statutory Traffic Regulation Order
(TRO) published at

announced the decision had been taken to implement the scheme but with
less restrictive all-day P&D limits and £4/day capped charges, to take into
account commuter concerns, without further consultation with residents and
without referral to the Traffic Regulation Committee.
In order to understand this decision, please may I request the following
information:
1. Minutes or records of all meetings/correspondence where the decision was
debated and/or decided "To implement the schemes with changes to make it
less restrictive to address comments received during the consultation period"
(item ii) versus "To implement the schemes in full" (item i) (See Page 57 of the
TRO).

The decision was discussed and taken at the September 2016 Lead Cabinet
Member (LCM) meeting, which considered the TRO report for the scheme.
The minutes of this meeting are attached, see ‘LCM notes September 2016’.

2. All correspondence and records of meetings/discussions relating to the
decision to not refer the scheme to the Traffic Regulation Committee (See para
K17 of the TRO).
The decision was discussed and taken at the September 2016 Lead Cabinet
Member (LCM) meeting, which considered the TRO report for the scheme.
The minutes of this meeting are attached, see ‘LCM notes September 2016’.

3. All correspondence and records of meetings/discussions relating to the
decision "to allow managed commuter parking in those roads that have
capacity to accommodate it" (See para K8 of TRO). Note: It appears the roads
selected - as per the second bullet on page 57 of the TRO - were Lansdown
Crescent, Lansdown Parade, Malvern Place, Douro Road [Lansdown Crescent
to Malvern Place] and Malvern Road [Lansdown Crescent to Christchurch
Road].
The decision was discussed and taken at the September 2016 Lead Cabinet
Member (LCM) meeting, which considered the TRO report for the scheme.

4. Relating to 3 above, copies of the assessment methodology and data set(s)
used to select 'those roads that have capacity to accommodate it' together
with all correspondence relating to setting of this task and its
findings/interpretation.

5. All correspondence between and records of discussions with Cheltenham
Ladies College (CLC) relating to the Parking Review. (See page 54 of the TRO)

6. All correspondence between commuter respondents originating from CLC
(See para K8 of TRO).
Gloucestershire County Council didn’t record who respondents worked for, and
many didn’t say, so we are unable to provide that information. Para K8 provides a
qualitative comment based on review of all responses.
Please find attached copies of all responses received, entitled ‘App 3 – Consultation
responses’.
7. The number of commuter respondents originating from CLC which were
recorded as negative to the scheme.

addressing the concerns of commuters (or employers of those commuters)
