Thank you for your information request dated 23 October, which we received on 24 October. Your request
has been considered under the Freedom of Information Act 2000.
In your email you requested information about HS2 platform heights. I can confirm that we hold some
information related to your requests and the responses are provided below:
1. What height is HS2 specifying for the height of platforms for:-
a) captive trains;
b) classic compatible trains?
I can confirm that we do not hold this information as the platform height has not yet been decided.
2. Please could you provide the following documents:-
a) CCD Design & Ergonomics Ltd. 2014. Passenger Boarding and Dwell Time Research Report
P02. eB. 15 04 2014. P02. [C240-PBR-HF-REP-000-000004].
I confirm that we hold this information, please see document attached at Annex A.
Please be advised
that we have redacted names of HS2 Ltd staff below Executive Director level and some of the images
from the document as we consider that disclosure will identify individuals or disclose their personal
data and is therefore exempt from disclosure under section 40(2) of the FOI Act.
Section 40(2) of the FOI Act provides an exception to the disclosure of information where it is:
the personal data of someone other than you; and
the disclosure of that personal data would put us in breach of the principles of the Data Protection
Act 1998 (“DPA”), with which we are obliged to comply.
The personal data within the withheld information is not public and disclosure of this information
would be unwarranted, unfair and in breach of the first DPA principle and, as such, is exempt from
disclosure under section 40(2) of the FOI Act. No public interest test applies in this case. Further
information on section 40 is available via the following link:
http://www.legislation.gov.uk/ukpga/2000/36/section/40.
b) Design Triangle. Train Parameters Study, Design Triangle. eB. P03. [HS2-HS2-OP-REP-000-
000002].
I confirm that we hold this information. However, we are requesting an extension to the time limit for
responding to this part of your request. The FOI Act allows us 20 working days to respond to your
request from the date of its receipt. However, it is occasionally necessary to extend the 20 working day
time limit for issuing a response in order to consider the public interest test. In this case we need to
extend our response time limit by a further 20 working days in order to assess whether it is in the wider
public interest to disclose or withhold the information that we hold.
The exemption that we consider applies to the information you have requested is section 43 of the FOI
Act which exempts information if the release of the information is likely to prejudice the commercial
interests of any person. A person may be an individual, a company, the public authority or any other
legal entity.
We will send a response by 19 December 2016 at the very latest, if not well before that date.
