Dear Mr Slater  
 
Thank you for your email requesting a review of the Department for Work and Pensions (DWP) 
response dated 6th October 2016, reference FOI 3351.  
 
In your email you asked to be provided with information answering the following questions:- 
 
I am writing to request an internal review of Department for Work and Pensions's handling of 
my FOI request 'ESA - FME in cases associated suicide'. 
 
Thank you for your prompt response.  
 
As you will be aware section 2.5.2 states:  
“Where there is evidence of a previous suicide attempt, suicidal ideation or self-harm 
expressed in the ESA50/ESA50A, the HCP must request FME.” 
 
There is no mention of where any FME should be obtained from, such as the claimant’s 
consultant psychiatrist.  
 
Therefore is the Department confirming that section 2.5.2 of version 10 of the ESA Filework 
Guidelines is the only guidance given to HCPs as to the medical specialists that HCP should 
request FME from in the situation where previous suicide attempt, suicidal ideation or self-
harm expressed in the ESA50/ESA50A? (e.g. psychiatrist, psychologist, dedicated MH nurse 
etc)? 
 
I seek this information as the Department has not confirmed that this is all the information it 
holds that is relevant to my request. 
 
Please be assured that your request has been given our full consideration and that all aspects 
of your review were taken fully into account. 
 
In response to your request, I can confirm that the handling of your original request and 
response has now been appropriately reviewed and that I was unconnected with the handling 
of your original request.   
The response dated 6th October 2016 (ref FOI 3351) advised that you should refer to 
paragraph 2.5.2 of the ESA Filework Guidelines for information relating to requests for further 
medical evidence (FME). 

As you have stated, current guidance advises qualified Healthcare Professionals (HCPs) that 
where there is evidence of a previous suicide attempt, suicidal ideation or self-harm expressed 
in the ESA50/ESA50A, the HCP must request further medical evidence (FME).
’  It further 
advises that a HCP can obtain FME from the claimants GP, specialist or other health 
professional. 
As a result of this review I therefore find that the original response dated 6th October 2016 was 
correct and that all the information that DWP are able to supply to you has been supplied. 
 
If you are not content with the outcome of the internal review you may apply directly to the 
Information Commissioner’s Office for a decision.
