Real time bus information problems and future changes
Please could I request copies of all meeting minutes, documents and reports relating to
problems, faults and future changes to the system and infrastructure providing real time bus
information in Cambridgeshire covering July 2015 to February 2016 inclusive.
This request is being refused under Section 12(1) of the Freedom of Information Act, since to
locate and extract all relevant information would exceed the 18 hour appropriate time limit in
terms of time and cost.
Cambridgeshire County Council is in a consortium of six local authorities which share a central
system. In order to respond to this request, Cambridgeshire County Council would need to
request meeting minutes and reports from other authorities, request minutes and reports from
its suppliers and retrieve minutes from its own records. The Council would also need to sift
through its suppliers fault management system. There are generally six to seven faults per
week and each fault generates its own report. Each fault report then needs to be delved into, to
identify the resolution.
It has been estimated that the location and retrieval of the requested information will take
approximately fifteen hours. The requested information will, in the main, be held electronically.
The requested information will be held on various systems and in various locations. Some
reports can be run on the fault management system to reduce time. However, within the fault
management system, each individual record still needs to be delved into to show the resolution.
It has been estimated that the extraction of the requested information will take approximately
seven and a half hours. The requested information is held in multiple documents and in multiple
locations; it would need to be extracted from all the documents in order to answer this request.
This request needs to be narrower and more specific in order for it to be possible for
Cambridgeshire County Council to respond to it within the 18 hour appropriate time limit. For
example, it would be possible for the County Council to respond to a revised request, ‘Please
could I request copies of all RIPI Operations Meeting minutes between Cambridgeshire County
Council and Vix, covering July 2015 to February 2016 inclusive’.
With consideration to the above, the Council estimated that it will take in excess of eighteen
hours to locate and extract all relevant information and as such, this request is refused in full
under Section 12(1).
