30 Speed limit Tillicoultry

Dear Clackmannanshire Council,

Can you please tell me why the contractor working on the Alva to Tillicoultry cycle route moved the 30 sign posts and signs, relocated the posts but did not put up the signs. This meant that for a least 2 days there was no speed restricted signs in place when coming in to Tillicoultry from Alva. They were put back in on temp. posts after 2 days. They have now been put on the relocated posts further down the road, is this legal without any notice published by the Council. If a motorist was caught doing above 30 coming in from past the relocated 30 signs can the be done by the police for speeding.
