ISSUE ONE. The latest news on the website mentions Lisa Newmarsh and 
Inspector Mick Hartill (scheme manager).Please confirm the job titles for these 
people, their experience in road safety issues, and when they were appointed 
to the WCRP. 
 
Insp Mick Hartill - Scheme Manager has served with West Midlands Police for over 
25 years. He has over 20 years experience as a Police Advanced Driver including 
pursuit training and has worked in roads policing departments as a constable and 
has run a roads policing department as an Inspector. As well as other skills and 
training in various areas, Insp Hartill is a fully trained and experienced senior 
investigating officer for road death collisions and has experience in investigating and 
advising coroners on a number of road safety issues in the West Midlands. He took 
up the role of WMCRS manager in October 2009. 
 
Lisa Newmarsh - Scheme Support Manager  - 16 years within West Midlands Police 
as a member of Police Staff, she has over 3 years experience in Family Liaison 
specifically relating to road traffic fatal collisions and 18 months as a Scheme 
Support Manager with West Midlands Casualty Reduction Scheme. 
 
ISSUE TWO. The latest news on the website mentions two new cameras on the 
A4123 and A458.The camera location map has been updated accordingly 
during January 2010.Please advise who is responsible for updating the 
information on the website. 
 
All personnel within Scheme contribute to what is publicised on the website with the 
Data Analyst physically updating the website following approval from either Scheme 
Manager or Scheme Support Manager. 
 
ISSUE THREE. For transparency there are precise locations provided (Eastings 
/Northings) for the centre of the enforcement zones for mobile speed cameras, 
plus the relevant 3 year KSI data. Please advise of any locations for mobile 
camera sites, in the past 6 months, which are not displayed on the list, with 
corresponding KSI    accident history. 
 
The mobile sites on the website represent the centre of the enforcement zone, rather 
than individual locations. Therefore one site can represent both northbound and 
southbound locations. 
 
The Scheme has conducted mobile enforcement on 24 roads which are not currently 
listed on the website between September 2009 and February 2010. These sites are:

Four of these were test sites which have been deemed unsuitable for further 
enforcement. 
 
Other details are exempt by virtue of Section 22 (1) of the Freedom of Information 
Act (Information Intended for Future Publication) as they will be made available on 
the Casualty Reduction Partnership website as part of ongoing developments. 
 
ISSUE FOUR. Please advise of the type of camera used for mobile 
enforcement. 
 
The Scheme currently has two mobile cameras; one LTI 20.20 UltraLyte 1000 and 
one LTI 20.20 UltraLyte 100. Both are used with the Lastec Concept DVD system.  
 
ISSUE FIVE. Please advise of the WMCRP person who has knowledge of the 
DfT regulations and the standards recommended for the correct 
implementation of speed camera sites.  
 
All personnel within the scheme have knowledge of and access to DfT regulations.

ISSUE SIX. There is incomplete information regarding the senior personnel 
who oversee the scheme, who should comprise of four key people plus elected 
members from all seven local authorities. Only the names Angus Adams, Peter 
Francis and Mick Hartill are identified, please advise of the names and status of 
all the personnel involved in overseeing the scheme, and advise approximately 
how often the meetings are arranged.  
 
The Scheme is overseen by the West Midlands Road Safety Partnership. Names of 
Partnership Board members, along with the senior officers involved with the Scheme 
are now available at

The information was not on the website at the time the request was received, but 
there were plans in place at the time. Therefore technically it is exempt by virtue of 
Section 22(1) of the Freedom of Information Act (Information Intended for Future 
Publication). 
 
Meetings of the Partnership Board are held quarterly. 
 
ISSUE SEVEN. There appears to be a new council organisation being formed, 
called the Birmingham Road Safety Partnership(BRSP).Does the WMCRP 
supervise the BRSP or are they a completely separate entity? Who is the police 
representative on the BRSP, and do you have knowledge of any other West 
Midlands L.A`s setting up their own Road Safety Partnerships? Any other 
information would be appreciated. 
 
Birmingham Road Safety Board is a separate entity to West Midlands Casualty 
Reduction Scheme. We are aware that Chief Inspector Edwards from West Midlands 
Police, Strategic Roads Policing is Chair, with PC Steve Rogers attending as a West 
Midlands Police representative. See:

All six other local authorities have either a Road Safety Partnership or a Road Safety 
Forum. The force's representative for these groups is normally one or more of the 
Operational Command Unit’s Road Policing Unit sergeants.
