BEXHILL TO HASTINGS LINK ROAD 
As  you  will  be  aware,  as  part  of  the  funding  conditions  associated  with  the  Full 
Approval  for  the  Bexhill  to  Hastings  Link  Road,  East  Sussex  County  Council  as  the 
scheme promoter is required to submit progress reports and to comply with the terms 
and conditions for the award of s31 grant in accordance with the award letter of the 13 
May  2013.  The  general  grant  conditions  require  we  inform  DfT  of changes  to  scope, 
programme or cost and the impacts thereof. 
Therefore please find enclosed a report which details a number of changes regarding 
the  Bexhill  to  Hastings  Link  Road  that  have  yet  to  be  considered  by  Cabinet  and 
County  Council  and  will  require  their  approval.  We  are  currently  considering  the 
timescales in relation to this consideration and are likely to hold a Cabinet and County 
Council meeting on 10 July 2013. Should this meeting go ahead on the 10 July 2013 
papers  will  be  made  available  on  the  3  July  2013  and  we  consider  it  important  that 
members are aware of this before the wider public.  Consequently we would ask that 
until then the contents of this report are for internal DfT use only and not for wider or 
public circulation. 
Should Cabinet and County Council agree to continuation of the project and increased 
scheme cost, it is our intention to agree to the commencement of phase 2 construction 
works  under  the  Contract  in  accordance  with  our  procedures and  your  grant  letter  of 
the  3  April  2013  and  13  May  2013.  Assuming  the  Cabinet/County  Council  meeting 
takes  place  on  the  10  July  2013  we  will  update  the  Department  further  on  the 
outcome.
