Thank you again for compiling this report, it is very impressive.
I have attached a document containing the information we would like permission to use. These are all
quotations from the report we would like to attribute to the Police. I have sought to avoid including anything
that seemed sensitive and have not included any of the figures contained within the report.
If my effort to avoid including any information you would not wish to be published have been unsuccessful,
please do let me know.

As promised please find attached the initial submission to the Firearms Review. I have not received a
response from the Firearms Licensing group so will chase this up to submit an updated document during the
public consultation period. The document uses some of the material from the problem profiles on Antique
weapons and Deactivated Firearms, these profiles are not yet complete so some of the data may change as
searches are refreshed, again any updated data will be included in the updated submission.
The document is classified as restricted as it contains information that is not in the public domain. The data
is for your information only to assist with the Firearms Review. If you want to disclose any of the data
outside of the Law Commission could you discuss it with me first, for example inferred weapons data has
never been published outside of law enforcement. It is something I intend to change but it needs to be in the
right context to avoid causing alarm to the general public.
This is the second attempt to send this e mail, as the first came back undelivered, apologies if you have
already received it. I will send a separate e mail to Vincent as his also came back undelivered.

maximise the time you have to respond, if that would be helpful.
That is very kind of him – please pass along our thanks. Our meeting at the proof house is at 10:30am.
Would it be too late to meet with Martin once we are finished at the proof house? If so, not to worry. I can
arrange to come up to Birmingham at a more convenient time. I live in Oxford so it is not too far to travel and
it would be immensely useful to feed Martin’s perspective into our work before we publish.

I will have an outline brief to you on the Firearms issues by the 26th May. I will then submit a more detailed
response as part of the consultation process that ends in October. This will give me time to chase up other
submissions from across the Police.
In respect of the 15th May, it’s usually Martin’s day off but he’s happy to meet with you and talk through the
issues. The only thing is could you meet him before you go to the Proof House as that would enable him to
get off after your meeting as he lives up north.
Let me know what time you would be arriving so we can book you in with security and send you the address.

Vincent forwarded me your email. Many thanks for getting in touch.
We really appreciate your efforts in coordinating the police response. It would be really helpful if this was
available within the next four weeks, if possible. At this stage in the review process we do not necessarily
need a comprehensive response. What would assist us is confirmation that the current Firearms Acts cause
the police significant problems and perhaps some specific instances of these problems. Any information you
have collated, however, would be greatly appreciated. Once we publish our Consultation Paper in July it
would be very useful if there could be a response to that – perhaps giving a view on whether we have
identified the correct problems and on the suitability of our solutions. As I said, this publishes in July and
responses must be submitted by October / November.
On a different matter, Vincent and I will be in Birmingham on Friday 15 May to visit the Proof House. If it is
convenient, would it be possible to call into NABIS too? You mentioned when we met that it would be helpful
for us to have a chat with Martin Parker and this might be a good opportunity for us to do that.
