Current Engineering Works Between Wembley Park and Kingsbury
Dear Transport for London,
My requests relate to the engineering work that began this year on the Jubilee Line between Wembley Park and Kingsbury and in particular the section of track near The Avenue, West Hill and Uxendon Hill and parts of Fryent Country Park near to these streets in HA9.
The request follow concerns among residents about lack of adequate notification, lack of consultation and what appears to be misleading information about a major and long-term project to ensure the stability of embankments.
I have no wish to create more work than is necessary and I am open to suggestions if you think other documents would better meet the requests and involve less effort for TfL.
I request:
1) Plans as they existed for the work as of 1.1.15, 1.4.15 and 17.7.15. If not included in the plan, the dates on which these plans were approved or adopted.
2) Information relating to when plans were first proposed, when first made public and by what means.
3) Any reports or plans relating to environmental impact of the work and means of maximising conservation and minimising destruction of animal and bird habitat and vegetation. If no reports or plans, then correspondence dealing with these matters that makes clear what consideration or efforts TfL made before work commenced, up to the present date and to the length of the project. I am particularly interested in what checks and efforts were made to ensure bats and nesting birds were identified and protected.
4) A copy of TfL guidance to staff for public consultation for a project of this size impacting many residents and a public park.
5) Traffic management plans for this project. If no plans then emails relating to traffic, minimising disruption for residents, access for emergency vehicles and refuse collection trucks.
6) Reports /plans concerning rights of way impacted and The Capital Ring. If no plans then correspondence.
7) Reports/plans on likely noise, dust and mud issues during works and upon completion. If no plans then correspondence.
8) Copies of general letters / notices delivered to residents likely to be impacted by the works, the date of delivery and a list of addresses contacted. Plus any other measures taken to alert residents of the project before work commenced.
9) Plans for replanting where trees are removed or damaged and the rationale for choosing species. Please specify minimum height of saplings (above ground) that will be planted.
10) What will be the maximum hours of work each day and why this has been increased from what was first advised.

Thank you for your email received on 20 July 2015 asking for information
about engineering works between Wembley Park and Kingsbury.
Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy. I can confirm that
we do hold the information you require.
Please find attached copies of all the relevant documents which are held.
These include copies of notification letters sent to residents
letter-dropped on or around 6 March. Also please note the e-mail sent to
local ward councillors and Navin Shah AM on 27 February prior to delivery
of that letter inviting to meet on site or direct questions to us. No
responses or requests were received.
Such works are considered safety critical therefore we are not obliged to
consult but we do seek to engage with local residents and stakeholders.
The site hours are:
Monday to Friday 08:00 to 18:00
Saturday 08:00 to 13:00
There will be a maximum of 15 dumper movements (each way) per day and not
dumper movements at weekends.
The embankment will be re-seeded with grass and wildflower seed mix at the
end of the project in accordance with London Underground environmental
policy.
Please note that personal information, such as names, signatures and
telephone numbers have been redacted from the attached documents.
Disclosure of this personal data would be a breach of the DPA,
specifically the first principle of the DPA which requires all processing
of personal data to be fair and lawful. It would not be fair to disclose
this personal information when the individuals have no expectation it
would be disclosed and TfL has not satisfied one of the conditions of
Schedule 2 of the Data Protection Act which would make the processing
‘fair’. As an alternative you have been provided with the email address
for the relevant team within TfL.
Due to the volume of information, our response will be sent to you over
several emails.

Dear Transport for London,
Thank you for the information sent, which meets most of my request.
Your reply included, "I can confirm that we do hold the information you require."
However, I can find nothing that meets my item 4. "A copy of TfL guidance to staff for public consultation for a project of this size impacting many residents and a public park."
I also specified in 8. a list of addresses contacted.
Which houses were or should have received written notification?
I was expecting the names of streets and the numbers of the houses identified as being properties with a right to be advised about the project.

can confirm that we do hold the information you require.
I am sorry that my previous response did not address all the points you
raised in your earlier request.
Please find attached a list of properties where letters were delivered in
connection with our works at Kingsbury B088 on 6^th March.
Our relevant guidance document is also attached. We aim to notify people
of works where there is a risk of disturbance. This can be from noise,
traffic movements or traffic management (road closures/parking
suspensions). There were no traffic issues in this case. Also as works are
daytime, noise disturbance is less of an issue that at night (weekends and
bank holidays) but nevertheless we notify people close to the worksite.
See section 3.8 is the relevant part of the document.
